James Huang, Chairman of the Taiwan External Trade Development Council (TAITRA), recently visited Lviv, Ukraine, to strengthen bilateral cooperation in the medical, technological, and industrial sectors. During the visit, Huang toured the UNBROKEN rehabilitation center, a technology cluster, and a drone manufacturer.
The UNBROKEN center, established to support war-affected soldiers and civilians, has served approximately 28,000 patients, including international volunteers. As the nature of battlefield injuries has shifted from shrapnel and gunfire to drone-inflicted trauma, the center has increasingly focused on advanced rehabilitation. Notably, the 'Taiwan Friendship Building' within the campus is set to provide 55 beds, with plans for further expansion.
Huang noted that future collaboration could focus on medical training and hospital-to-hospital exchanges. He also highlighted that the European Taiwan Excellence pavilion in Warsaw, held this week, serves as a platform to bridge Ukrainian and Taiwanese stakeholders.
Additionally, Huang visited the Lviv IT Cluster, which connects over 300 tech firms and 100,000 professionals. Sviatoslav Kavetskyi, the acting CEO, reported that Ukraine’s IT sector reached a global export value of $6.5 billion in 2025. Huang suggested that Taiwan’s expertise in STEM education could complement Ukraine’s efforts in talent cultivation.
Finally, Huang visited local drone manufacturers, noting that some Ukrainian drones already incorporate Taiwanese components. He emphasized that there is significant room for supply chain integration and technical cooperation, which could enhance production efficiency and competitiveness for both sides.
