(CNA, New York, 17th - comprehensive international news) The US and Iran will sign a Memorandum of Understanding (MOU) on the 19th aimed at ending the Middle East war. CNN today exclusively revealed the content of a 14-point draft, including conditions for ceasing hostilities, reopening the Strait of Hormuz, providing financial aid to Iran, and Iran’s reaffirmation that it will never develop nuclear weapons.

According to CNN, this 14-point memorandum has not yet been officially released, but CNN obtained a copy from a US official, and the content has been verified by three diplomatic sources.

Given that the US and Iran are strictly confidential about the wording, it is unclear whether the language in the draft obtained by CNN will exactly match the document signed in Switzerland on the 19th. Technical details are still being finalized, so the wording may still change. A White House spokesperson stated that the text does not reflect the actual content of the memorandum.

After the formal signing of this MOU, a 60-day negotiation window will be launched to negotiate the final agreement terms.

The full 14 points are as follows:

1. Iran and the United States, along with its allies in the current war, declare an immediate and permanent cessation of hostilities on all fronts—including the Lebanon front—upon the signing of this MOU, and commit to refraining from any hostile actions against each other henceforth, avoiding threats or use of force. The final agreement will confirm the content of this clause and all other clauses.

2. Iran and the United States commit to respecting each other's sovereignty and territorial integrity and refraining from interfering in each other's internal affairs.

3. Iran and the United States commit to negotiating and reaching a final agreement within a maximum of 60 days, extendable by mutual agreement.

4. Upon signing this MOU, the United States will immediately lift its maritime blockade against Iran, refrain from any interference or obstruction, and fully restore maritime traffic within a maximum of 30 days; Iran’s vessel passage volume should be commensurate with pre-war levels. The United States also commits to withdrawing its military forces from surrounding regions within 30 days after the final agreement is signed.

5. Upon signing this MOU, Iran will immediately take measures to ensure commercial shipping between the Persian Gulf and the Sea of Oman returns to pre-war levels within 30 days, taking into account the need to remove technical barriers and Iran’s mine-clearing operations.

6. The United States commits to jointly developing with its regional partners a comprehensive plan for Iran’s reconstruction and economic development, mutually agreed upon, and ensuring at least $300 billion in funding. The implementation mechanism for this plan will be formulated within 60 days as part of the final agreement.

7. The United States commits to lifting all types of sanctions currently imposed on Iran according to a timeline agreed upon in the final agreement, including resolutions from the UN Security Council and the IAEA Board of Governors, as well as all major and secondary unilateral sanctions imposed by the United States.

8. Iran reaffirms it will never develop nuclear weapons. Iran and the United States have agreed that the disposition of enriched materials and all other nuclear-related matters mutually agreed upon—including Iran’s nuclear needs—will be fully addressed in the final agreement; the final agreement will confirm the content of this clause.

9. Iran and the United States agree to maintain the status quo until a final agreement is reached: Iran will maintain its nuclear program at its current level, and the United States will not impose new sanctions or enhance its military presence in the region.

10. The United States commits that, from the signing of this MOU until the lifting of sanctions, the US Department of the Treasury will issue exemptions for Iran’s exports of crude oil, petrochemical products, and derivatives, as well as all related services including banking, insurance, and transportation.

11. The United States commits that, in light of progress in final agreement negotiations, Iran’s frozen or restricted funds and assets will be released and fully accessible. These funds, whether held in primary accounts or already transferred, may be disbursed to final beneficiaries as determined by the Central Bank of Iran and will be fully accessible. The United States commits to issuing all necessary licenses and permits on this basis.

12. Iran and the United States agree to establish an implementation mechanism to oversee the smooth execution of the final agreement and future compliance.

13. Upon signing this MOU, after receiving assurances that measures under Articles 4, 5, 10, and 11 have begun and are being continuously implemented, Iran and the United States will commence negotiations on the final agreement only regarding the remaining clauses.
