Central News Agency Report

(Central News Agency reporter Cheng Ching-yu, Warsaw, June 17) Polish Prime Minister Donald Tusk announced that negotiations with Taiwan's Foxconn Group on electric vehicle collaboration are expected to be finalized by autumn this year. A joint electric vehicle research, development, and manufacturing hub will be established in Jaworzno, southern Poland, with additional plans to build a semiconductor plant in cooperation with Foxconn, demonstrating the Polish government’s active support for Taiwanese corporate investment.

According to PAP Biznes, Poland’s economic news outlet, Prime Minister Tusk stated on the 16th during the 'Poland Invest' event that the Polish government aims to formally conclude electric vehicle cooperation talks with Taiwan's Foxconn Group (Foxconn) by autumn this year.

He explained that the collaboration, involving Poland’s state-owned electric vehicle company Electro Mobility Poland (EMP), will establish a large-scale EV R&D and manufacturing hub in Jaworzno, southern Poland, with plans to produce three mid-sized SUV models.

In addition to the EV initiative, Tusk also highlighted the ongoing semiconductor cooperation between Poland and Taiwan, noting that negotiations are nearing completion.

As reported by Polish radio station RMF24, the site was originally designated for Intel’s semiconductor packaging and testing facility, announced in 2023. The $4.6 billion (approximately NT$145.2 billion) investment was expected to create around 2,000 jobs, but Intel ultimately withdrew from the project in July 2025.

Tusk revealed that since the Polish government had already invested in site preparation and infrastructure, it immediately initiated follow-up negotiations with Foxconn after Intel’s withdrawal. The plan now is to repurpose the existing site in collaboration with Foxconn to rebuild the semiconductor plant.

Tusk emphasized that Poland will work alongside its Taiwanese partners to implement a dual-track industrial strategy in the Lower Silesian region, integrating automotive and semiconductor development, thereby advancing deeper cooperation between Poland and Taiwan within the high-tech supply chain.
