(Central News Agency reporter Hsueh-Ching Hao, Taichung, June 17) Regarding the construction progress of TSMC's new factory in the Central Taiwan Science Park, the Taichung City Government's Department of Economic Development announced today that the first-phase factory construction is progressing well and is expected to proceed with equipment installation as scheduled. The second phase has already entered the piling and backfilling stage.

The Science Park Administration completed the land handover for the 'Expansion Phase II Project' in June last year, transferring the site to TSMC for new factory planning. Piling work commenced in November of the same year. Today, the city government issued a press release stating that Department of Economic Development Director Chang Feng-Yuan, accompanied by the TSMC team, visited the new factory construction site yesterday to inspect the construction progress.

The Department of Economic Development stated that the first-phase factory construction is progressing smoothly and is expected to proceed with equipment installation on schedule. The second phase has already entered the piling and backfilling stage. The city government continues to assist the company in various administrative procedures through a single-window mechanism and supports temporary facility planning, including parking needs during construction, to fully facilitate the smooth advancement of this major investment project.

Director Chang noted that TSMC's investment plans in Taiwan are proceeding according to the established timeline. Although last year's public works project involving a detention pond was more complex and delayed overall construction progress by approximately two months, subsequent night work on earthwork backfilling and grouting—activities that do not disturb the surrounding area—has gradually recovered the schedule, steadily advancing toward the original timeline.

Chang pointed out that during the site inspection, TSMC indicated that construction manpower will continue to increase in the future. The city government will continue to assist with parking needs and administrative procedures for major temporary facilities during construction, providing comprehensive investment services to help the company complete the construction of its most advanced process wafer fabrication plant on time and to high quality standards.

The Department of Economic Development stated that TSMC continues to implement environmental protection and construction site safety measures during the construction period. These include laying dust-proof green nets, conducting road washing and sweeping operations, installing rigid construction surfaces, and setting up air quality monitoring equipment to monitor environmental conditions in real time and strengthen dust suppression. Additionally, neighbor-friendly measures such as glass cleaning services are provided to nearby factories to minimize construction impacts on the surrounding environment.

Furthermore, in response to high-temperature working conditions during summer, the Department noted that the construction team has enhanced occupational safety management through toolbox meetings, regular hydration, and heat hazard prevention measures, ensuring both construction quality and worker safety.
