(Central News Agency reporter Huang Liyun, Taipei, June 17) The Department of Urban Development (DUD) of Taipei City announced today that the Ministry of the Interior's National Land Planning Committee has approved the proposal submitted by the Taipei City Government to designate the Guandu-Zhoumei plain as an 'Urban-Rural Development Area Category 1,' laying a critical foundation for the city's long-term spatial development framework.

In a press release, the DUD stated that the National Land Planning Committee convened a meeting yesterday to review the 'Taipei City National Land Functional Zoning Plan and Maps.' The Taipei City Government delegation, led by Deputy Secretary-General Lin Shih-pin, attended the meeting. After thorough discussion, the committee ultimately approved the city's proposal to designate the Guandu-Zhoumei plain as an 'Urban-Rural Development Area Category 1.'

To implement its medium- to long-term planning vision, the DUD explained that apart from the Guandu Nature Park—which has already been expropriated and designated as a 'National Conservation Area Category 4'—the Taipei City Government has actively advocated for the remaining areas of Guandu and Zhoumei to be designated as 'Urban-Rural Development Area Category 1.'

During the meeting, the DUD emphasized that the area currently lacks the capacity to support national food security. Furthermore, in response to the maturation of the Beitou-Shilin Technology Park industrial corridor and the spillover effects from landmark enterprises such as NVIDIA establishing operations, the city government has proactively positioned this area as municipal reserve land that balances urban development potential with environmental conservation, providing planning flexibility for the next generation of urban growth.

Committee members noted that the Guandu-Zhoumei plain possesses multiple functions. Even after being designated as an Urban-Rural Development Area Category 1, future land use should still comply with existing urban planning regulations for agricultural zones. Members also stressed that future urban planning must integrate sustainable development strategies into comprehensive planning.

The DUD expressed gratitude to the committee members for recognizing Taipei City's planning efforts. Moving forward, the city will progressively integrate surrounding industries and future urban development while prioritizing ecological conservation, considering environmental carrying capacity and flood prevention requirements, aiming to transform the Guandu and Zhoumei areas into engines driving Taipei's sustainable growth.
