(Central News Agency reporter Lai Yu-chen, Taipei, June 17) Former CPC Refining Division Executive Hsu Han was sentenced to 25 years in the first instance for corruption. The Control Yuan announced today that Hsu Han, along with Huang Jung-tai and Ou Wen-feng, former and current managers of the Ta-Lin Refinery Engineering Division, and Chang Tzu-fang, former engineer of the Maintenance Section of the Refining Business Department, were found to have committed serious misconduct in procurement cases, benefiting themselves or unscrupulous vendors. The impeachment case has been approved and referred to the Disciplinary Court for adjudication.

Regarding Hsu Han's corruption, the Ciaotou District Court explained in a March press release that starting in 2019, Hsu exploited his authority over procurement approvals and personnel supervision to repeatedly solicit bribes through intermediaries, subordinates, or directly from vendors until his arrest in January 2022. He received over NT$16.86 million in bribes and possessed over NT$4.73 million in unexplained assets, totaling more than NT$21.6 million in illicit gains. Other involved employees and vendors received prison sentences ranging from 7 months to 8 years and 6 months. Appeals are permitted.

The Control Yuan recently approved an impeachment proposal submitted by Control Yuan members Wang Li-chen, Tsai Chong-yi, and Chang Chu-fang, referring the case of Hsu Han and the three others to the Disciplinary Court. The full impeachment document was released today along with a press statement.

The Control Yuan stated that starting in 2019, Hsu Han took advantage of procurement cases such as the 'Refrigeration System Procurement, Installation, and Commissioning for Unit 5' under CPC's Refining Business Division. He conditioned Huang Jung-tai's promotion on colluding with unscrupulous vendors to inflate bid prices by approximately NT$42 million, which were then shared between Hsu and the vendors.

The Control Yuan noted that Hsu Han received NT$16.868 million in bribes through nine procurement cases. Ou Wen-feng, during his training as a successor for ongoing procurement work, improperly conducted inspection tasks on behalf of others, enabling illegal acts by unscrupulous vendors and receiving improper benefits of NT$11,360. Chang Tzu-fang also accepted bribes from vendors in procurement cases and shared NT$132,000 in bribe money.

In addition to bribery, the Control Yuan revealed that during a search of Hsu Han's executive office, investigating authorities discovered NT$27.1 million in cash of unexplained origin, which he could not reasonably account for, raising suspicion of unexplained wealth.

The Control Yuan concluded that the misconduct of these four individuals was clearly established. In addition to criminal convictions under the Criminal Code, Anti-Corruption Act, and Government Procurement Act, their administrative violations breached the Civil Servants Service Act, Civil Servants Integrity Ethics Guidelines, and Procurement Personnel Ethics Standards. Their actions severely damaged public discipline and the government's image of integrity, constituting serious misconduct.
