(Taipei, June 17 — Reporter Chen Chih-chung) Several teachers' unions jointly held a press conference today, pointing out that although the Legislative Yuan passed a resolution at the end of 2025 to halt the reduction of income replacement rates, the newly issued retirement benefit reassessment notices do not list the exact adjusted amounts, affecting retirees' rights and necessitating reissuance.
The Taiwan Education Industry Union, Pingtung County Education Industry Union, Kaohsiung City Teachers' Occupational Union, and other union organizations held a joint press conference at the Legislative Yuan today. They noted that after the Legislative Yuan passed amendments to the Civil Servants Retirement, Discharge, and Pension Act and the Public School Staff Retirement, Discharge, and Pension Regulations, the income replacement rate reduction was suspended. However, after a six-month wait, relevant personnel have recently begun receiving the 'new' retirement benefit reassessment notices, which lack precise post-adjustment figures.
The unions criticized that the Ministry of Civil Service only included a calculation formula in the Q&A document attached to each notice, requiring retirees to manually calculate their adjusted benefits based on their original retirement dates. This approach, they argue, defeats the purpose of the notice and fails to fulfill the government's duty to inform, calling for the reissuance of notices that clearly state the 'actual retirement benefit amounts'.
In response, the Ministry of Civil Service issued a press release on the evening of June 16, clarifying that the monthly retirement benefit amount listed in the notices is legally determined using a statutory formula and has never included the 'actual disbursement amount' calculated under the retirement adjustment scheme.
The Ministry explained that the 'assessed amount' serves as a fixed benchmark for all future adjustments and therefore remains unchanged. The 'actual disbursement amount', however, is automatically calculated by the information system based on the adjustment scheme applicable to each retiree and is accurately paid monthly by the disbursement agency.
