According to a report by Central News Agency, the Control Yuan announced today that former police director Lin Ming-tso (later renamed Lin Kang-cheng) has been impeached for serious misconduct, including accepting bribes, leaking investigation secrets, and unexplained wealth, due to his long-term close association with key members of the Jiuzhou gambling group. The case has been referred to the Disciplinary Court for adjudication.

The Taichung District Prosecutors Office found that a technology company managed by the Jiuzhou gambling group in Taichung developed a third-party payment system called 'Wanfutong,' which was used by gambling and fraud groups for money laundering. It was further discovered that Lin Ming-tso, while serving as Chief of the Taichung City Police Department's Criminal Investigation Division, allegedly leaked sensitive investigation information to the group when he learned of the prosecutors' operations targeting the Jiuzhou group and other cases. The investigation concluded in 2024 (Minguo Year 113), resulting in the indictment of 32 individuals, including the group's president, Chen Cheng-ku.

In a press release, the Control Yuan stated that from August 24, 2021 (Minguo Year 110) to May 2024, Lin Ming-tso served as Chief of the Criminal Investigation Division in Taichung. Despite knowing that a certain Ms. Xu was a key member of the Jiuzhou group, he maintained continuous official and private interactions with her, cohabited with her while married, and accepted property and improper benefits from her—constituting serious misconduct.

The Control Yuan further stated that Lin leaked investigation secrets regarding a company suspected of gambling, fraud, money laundering, and organized crime, and provided investigative strategies to protect the Jiuzhou criminal organization, significantly hindering subsequent law enforcement efforts—another serious violation.

The Control Yuan pointed out that Lin provided information about the arrest of members with the surnames Zeng and Li to the Jiuzhou group, thereby shielding the organization through the disclosure of investigation details. He also accepted improper property and benefits from the group. His unexplained increase in assets, which far exceeded his legitimate income and for which he could not provide a reasonable explanation or provided false statements, constituted further serious misconduct.

The Control Yuan concluded that Lin's actions severely damaged the integrity and reputation of judicial police, undermined public trust in law enforcement, and violated the Civil Servants Service Act and Civil Servants' Integrity Ethics Guidelines. Given the clear evidence and gravity of the offenses, the Control Yuan approved the impeachment and referred the case to the Disciplinary Court for trial. (Edited by Lin Hsing-meng)
