(Central News Agency reporter Wang Yang-yu, Taipei, June 16) The issue of abolishing the Control Yuan has recently become a focal point in the political tug-of-war between ruling and opposition parties. Chuang Jui-hsiung, Secretary-General of the Democratic Progressive Party (DPP) Legislative Caucus, stated today that abolishing the Control Yuan has always been the DPP's position, and the caucus will fully cooperate. However, he emphasized that this issue cannot be resolved through slogans alone—it requires concrete action and shared responsibility from all parties.
Chuang Jui-hsiung and Caucus Secretary Fan Yun held a press conference to respond to media inquiries regarding the Taiwan People's Party (TPP) Legislative Caucus advocating for the abolition of the Control Yuan, as well as Taipei Mayor Chiang Wan-an's recent calls for its elimination.
Chuang pointed out that the five-power constitutional system may no longer suit Taiwan, and whether it should be adjusted must be tested through legislative debate and public opinion. He noted that the DPP has consistently advocated for abolishing both the Control Yuan and Examination Yuan, and has previously submitted constitutional amendment proposals. However, the Kuomintang (KMT) currently lacks a clear stance, and Chiang Wan-an's remarks are merely opportunistic political posturing.
Chuang emphasized that the Legislative Yuan has already established a constitutional amendment committee, with each party holding committee seats. All parties should convene meetings to discuss this issue seriously. 'The party shouting the loudest should take the lead in convening discussions,' he said, adding that the DPP is ready to cooperate. Abolishing the Control Yuan cannot be achieved through political rhetoric or slogans alone—it requires action and shared responsibility from all political parties.
Chuang also stated that President Lai Qingde personally supports abolishing the Control Yuan and establishing a three-branch government. However, as the sitting president and guardian of the Constitution, Lai must abide by its provisions. According to the current Constitution, the president is required to nominate Control Yuan members. Yet, the opposition parties are rejecting nominees without evaluating their qualifications, which Chuang criticized as emotionally driven and irresponsible.
Regarding Legislative Speaker Han Kuo-yu's upcoming visit to the United States on June 21 with a cross-party delegation of legislators, Chuang noted that the U.S. has closely observed Han's conduct during the passage of military procurement bills. Han himself mentioned the high-level invitation from the U.S., Chuang said. He expressed confidence that the visit would greatly encourage Taiwan's parliamentary diplomacy and the Legislative Yuan, hoping for substantial outcomes.
Additionally, in response to KMT Chairperson Chang Li-wen's claim that the '1992 Consensus' has nothing to do with 'One Country, Two Systems,' and her assertion that the DPP deliberately misrepresented and oversimplified Chinese Communist Party General Secretary Xi Jinping's 2019 speech, Chuang dismissed the remarks as absurd, accusing the KMT of misleading Taiwanese society and sending false messages internationally.
