(Taipei, April 16, CNA reporter Tseng I-Ning) The Presidential Office recently announced a list of 29 nominees for Control Yuan members. Chen Ching-lung, convener of the Taiwan People's Party (TPP) Legislative Caucus, stated today that the party will initiate a constitutional committee to abolish the Control Yuan. Prior to constitutional reform, the caucus will freeze the Control Yuan’s budget—cutting all expenditures except for legally mandated ones—and will reject all nominees on the current list.

The TPP Legislative Caucus held a press conference today titled 'Abolish the Control Yuan, Initiate Constitutional Reform—DPP, We’re Waiting for Your +1!' Attendees included caucus convener Chen Ching-lung, deputy convener Wang An-hsiang, and party legislators Liu Shu-pin and Tsai Chun-tsou.

Chen Ching-lung outlined three key proposals: First, to abolish the Control Yuan through constitutional reform. The TPP has already led the initiative this term by proposing the establishment of a constitutional committee. Second, to freeze the Control Yuan’s operations before constitutional reform, cutting all budgets except for legally required expenditures—'reducing them all to zero.' Third, to reject in full the personnel nominations for Control Yuan members put forward by President Lai.

Tsai Chun-tsou pointed out that the Democratic Progressive Party (DPP) advocated for a constitutional committee as early as 2014, and former President Tsai Ing-wen included the abolition of the Examination and Control Yuans in her 2016 campaign platform. Yet, despite years of comprehensive governance by the DPP, no substantive reforms have been made. Instead, the DPP has nominated a full slate of Control Yuan members, including candidates for president and vice president of the Yuan who clearly carry political affiliations, raising questions about their oversight effectiveness.

Wang An-hsiang stated that the TPP caucus submitted a constitutional proposal to abolish the Control Yuan in June last year, gaining co-signatures from 31 opposition legislators. In August, the caucus convened a constitutional committee meeting and elected five conveners.

Wang added that according to the Legislative Yuan Committee Organization Act, aside from conveners who may call meetings by consensus, one-third or more of the committee members (13 members) can submit a written, named proposal stating the agenda and rationale to request a committee meeting. Therefore, the TPP caucus will simultaneously submit a formal written proposal to abolish the Control Yuan via constitutional reform. (Edited by Hsieh Chia-chen) 1150616
