A scholar from mainland China believes this move follows the U.S. and Japan's intensified intelligence and infiltration efforts against China, with its effectiveness yet to be seen. Some Beijing residents believe the initiative carries greater symbolic value, reflecting Taiwan's confidence in appealing to mainland citizens.

Ni Lexiong, a military scholar from mainland China and professor in the Department of Political Science at Shanghai University of Political Science and Law, told the Central News Agency that overall, this is Taiwan following and cooperating with the United States and Japan, which have strengthened intelligence and subversion operations against China. He warned that this would exacerbate hostility and tensions across the Taiwan Strait.

Ni said the actual effectiveness of this measure, as well as the extent of Taiwan's commitment and effort, remains to be observed.

However, he believes Taiwan's action carries an active, provocative, and humiliating tone—leveraging the U.S. and Japan's military hardline stance against China and the emerging U.S.-Japan-led Indo-Pacific military alliance. This new intelligence initiative emerges within that strategic context.

Another Beijing resident said he believes the move has greater propaganda value, representing Taiwan's ideological 'offensiveness' and demonstrating confidence in its ability to appeal to mainland citizens. It also reflects a certain disdain toward mainland authorities.

On the 14th, the National Security Bureau stated that, to widely collect intelligence on China's political, military, economic, and social conditions, it has established the 'Contact Window for Chinese Civilians' in accordance with the 'National Intelligence Work Act' and by referencing practices of intelligence agencies in the United States, the United Kingdom, and Israel. The window aims to facilitate Chinese civilians—both within China and overseas—to proactively contact and provide intelligence, thereby expanding diverse sources of information.

The National Security Bureau also produced a promotional video depicting civil servants in China witnessing colleagues arbitrarily investigated and removed from their positions under an authoritarian regime, gradually disappearing from their workplaces, reflecting an atmosphere of widespread fear and anxiety.
