Innovation Industrial Technology Transfer Corporation (ITIC) has signed a memorandum of understanding (MOU) with Bpifrance, the French national investment bank, to promote information sharing and plan the joint establishment of a venture capital fund focused on strategic industries such as semiconductors and deep tech.
ITIC, the venture capital arm of the Industrial Technology Research Institute (ITRI), signed the MOU in Paris under the witness of ITRI and ITIC Chairman Wu Cheng-chung, Representative of Taiwan to France Hao Pei-chih, and Director of the French Office in Taipei Franck Paris. ITIC CEO Yu Ju-juan and Bpifrance CEO Nicolas Dufourcq formalized the agreement, symbolizing shared ambitions in technology investment between Taiwan and France and reaffirming Taiwan’s critical strategic position in the global technology supply chain.
In an interview with Central News Agency, Yu stated that France is one of Europe’s strongest technological nations, excelling in standard-setting and technological innovation. She emphasized that this partnership will provide a powerful platform for Taiwanese startups to expand internationally.
Yu highlighted that Bpifrance is a nationally backed investment bank with broad access to innovative startups and is a trusted partner. Meanwhile, ITRI, closely linked to ITIC, bridges R&D and industrial resources. By combining these strengths, Taiwan can secure high-level strategic collaborations.
ITIC noted that the MOU establishes a structured and progressive bilateral cooperation mechanism. Going forward, both parties will hold regular meetings to share investment intelligence, deepen expertise exchange among investment teams, and pursue substantive strategic investment collaboration. They plan to co-establish a venture capital fund targeting promising early-stage startups, primarily in semiconductor and deep tech sectors—strategic high-tech industries for both Taiwan and France.
Yu described this strategic partnership as a significant milestone in ITIC’s collaboration with Bpifrance, elevating Taiwan-France cooperation in semiconductors and deep tech to a new strategic level. Amid global emphasis on technological sovereignty and sovereign AI, she stressed that Taiwan has proven itself an indispensable and trustworthy strategic partner among democratic tech nations in building secure global supply chains.
According to ITIC, Bpifrance CEO Dufourcq stated that this partnership perfectly combines the strengths of both innovation ecosystems, facilitating the rise of European and international 'champion companies' and strengthening technological sovereignty. (Edited by Wei Shu)
