(CNA reporter Lu Chia-jung, Taipei, January 15) — In response to Kuomintang (KMT) Chairperson Cheng Li-chen's assertion that the '1992 Consensus' has no connection whatsoever with 'one country, two systems,' Taiwan's Mainland Affairs Council (MAC) stated today that Xi Jinping's 2019 'Five Points' integrated the '1992 Consensus,' 'one country, two systems,' and the 'two-systems Taiwan proposal' into a single framework, leaving no space for the survival of the Republic of China (ROC).

KMT Chairperson Cheng Li-chen delivered a special lecture titled 'A Journey Toward Peace and Prosperity for the U.S., China, and Taiwan' on January 14 at the Western America Chinese Association in Los Angeles. Cheng emphasized that the '1992 Consensus' has nothing to do with 'one country, two systems.'

She further stated that the 2019 speech by Chinese Communist Party General Secretary Xi Jinping was deliberately taken out of context and oversimplified by the Democratic Progressive Party (DPP). The original version of the '1992 Consensus' did not include 'one country, two systems.' The DPP intentionally claims that China unilaterally altered the meaning of the '1992 Consensus' and linked it to 'one country, two systems,' but this is completely false. Xi Jinping absolutely did not say this in 2019, yet the '1992 Consensus' has unfairly borne the blame.

The MAC responded that in the 2019 'Five Points,' the '1992 Consensus' was defined as 'both sides of the Taiwan Strait belong to one China and will work together toward national unification,' and advocated for 'exploring a two-systems Taiwan solution.' This integration of the '1992 Consensus,' 'one country, two systems,' and the 'two-systems Taiwan proposal' leaves no room for the ROC's existence.

Finally, the MAC stated that it is widely known that China's Taiwan policy aims to govern Taiwan under a 'two-systems Taiwan proposal' modeled after Hong Kong, which was also a key point emphasized by Xi Jinping in his 2019 speech commemorating the 40th anniversary of the 'Message to Compatriots in Taiwan.'
