The Control Yuan announced today that Huang Chien-jung, former deputy director of the Criminal Investigation Bureau under the Ministry of the Interior's National Police Agency, has been impeached for serious misconduct. Huang is accused of engaging in high-interest lending, intimidating debtors, and maintaining contact with online gambling and underground remittance operators, including accepting travel hospitality and frequenting private entertainment venues. The case has been referred to the Disciplinary Court for adjudication.
Huang drew public scrutiny for repeatedly visiting the '88 Club' in Taipei City. He is suspected of intimidating debtors to repay loans early, allegedly out of fear that his private lending activities would be investigated. The Taipei District Prosecutors Office indicted Huang on charges of intimidation, and the Taipei District Court sentenced him to seven months in prison. The verdict is appealable.
According to the impeachment document released by the Control Yuan, during his tenure as Deputy Director of the Criminal Investigation Bureau and Special Commissioner in the Legal Affairs Division of the National Police Agency (from May 2022 to November 2023), Huang borrowed NT$10 million interest-free from a friend surnamed Li and then lent the money to a businesswoman surnamed Da, collecting a total of NT$3.4 million in high-interest payments. After Da filed a complaint, Huang allegedly used intimidation and pressure during repayment negotiations. The case was investigated by prosecutors and led to his indictment.
The impeachment document also reveals that during his time as Commander of the Tainan City Police Department's Criminal Investigation Brigade in March 2017, Huang traveled to Cambodia, with his airfare paid by a underground remittance operator surnamed Kuo.
Additionally, while serving as Deputy Commander of the First Security Police总队 of the National Police Agency in January 2020, Huang visited a private entertainment venue operated by Kuo Che-min, a figure linked to online gambling and underground remittance operations, where he engaged in karaoke. In July of the same year, after a celebration banquet, he went to another private karaoke venue located in the basement of 'Ruisen Silver Shop,' managed by a underground remittance operator surnamed Tu. In September, he used, without charge, a private entertainment room called 'Shuo Tian Entertainment Room – Jin Zhuang Entertainment Space,' managed by a underground remittance operator surnamed Chung, to host a farewell party.
The document further states that from October 2016 to November 2023, during his successive appointments as Commander of Tainan City's Criminal Investigation Brigade, New Taipei City's Criminal Investigation Brigade, Deputy Commander of the First Security Police总队, Magistrate of Chiayi City Police Department, and Deputy Director of the Criminal Investigation Bureau, Huang received monthly bank transfers of NT$120,000 from a pawnshop operator surnamed Lin, allegedly due to his brother Hou's NT$6 million investment in the business.
Moreover, during his tenure as Deputy Director of the Criminal Investigation Bureau, Huang repeatedly borrowed vehicles free of charge from underground remittance operators surnamed Chung and Kuo through intermediaries.
The Control Yuan stated that Huang's actions clearly violated the Civil Servants Service Act and Civil Servants Integrity Ethics Guidelines. The evidence is solid and falls under the grounds specified in the Civil Servants Disciplinary Act. Therefore, the Control Yuan has formally proposed impeachment and referred the case to the Disciplinary Court for adjudication. The agency also recommended an appropriate disciplinary measure, taking into account Huang's long-standing role in criminal investigation.
