TAIPEI (Central News Agency) By reporter Wang Chao-yu, Yilan, June 14 — The Democratic Progressive Party (DPP) held its 'Taiwan Good Life' policy briefing in Yilan today. Executive Yuan Secretary-General Chang Tuan-han announced that the Executive Yuan has approved the comprehensive planning for the Yilan railway elevation project, affirming that the central government will absolutely carry out the project and calling on local residents to support DPP Yilan county magistrate candidate Lin Kuo-chang.

Chang Tuan-han, Lin Kuo-chang, Minister of Agriculture Chen Chun-chi, and DPP legislator Chen Chun-yu attended the afternoon event. Chen Chun-chi presented slides showing that the Ministry of Agriculture has invested over NT$120 million in natural disaster relief for Yilan County over the past two years.

Chen noted that since last year, in addition to disaster relief, the Ministry has introduced multiple special subsidies. The subsidy rate for damaged agricultural facilities has been raised from 50% to 80%, and interest-free loan periods have been extended to help farmers recover. The ministry has also reviewed production costs for all crops, increasing average disaster relief payments to 25% of production costs.

Chang stated that over the past decade, the central government has allocated NT$188.7 billion in subsidies to Yilan County. He highlighted the 'Six Major Balanced Development Plans for Taiwan,' positioning Yilan within the capital region's golden corridor and the Eastern Slow-Living Communities initiative, underscoring the central government's commitment to the region.

On transportation, Chang emphasized that the 'Two Rail Connections' plan includes the approved comprehensive planning for the Yilan railway elevation project, which the central government 'will absolutely, definitely, and promptly implement.' As for the high-speed rail extension to Yilan, the Executive Yuan is currently conducting its final evaluation.

Regarding the 'Four Line Extensions,' Chang noted that feasibility assessments for the extensions of Provincial Highway 62 and Provincial Highway 2nd Geng have been approved. The central government will fully subsidize NT$37 billion for the National Highway No. 5 connection to the Su-Hua Improvement Project. The Su-Hua Safety Project, with a budget of NT$105.7 billion, will improve a 30-kilometer stretch, with both projects targeting completion by 2032.

Lin Kuo-chang presented visions for the environment, industry, and labor, aiming to restore Yilan's pride. On industrial development, he proposed the 'Good Agriculture Plan' and 'Marine New Yilan' as dual pillars. In agriculture, he emphasized a dual safeguard system combining insurance and disaster relief, with additional subsidies for first-time agricultural insurance enrollees. He pledged to double organic farmland to 2,000 hectares and promote 'Yilan Select' on the international stage.

Legislator Chen Chun-yu endorsed Lin Kuo-chang for Yilan County Magistrate, stating that major infrastructure projects like the railway elevation and high-speed rail extension require a county leader with execution capability, courage, and integrity. (Edited by Chang Ya-ching) 1150614
