(Central News Agency reporter Yu Kai-hsiang, Taipei, June 14) Taiwan's National Security Bureau (NSB) announced today that, to widely collect intelligence on China's political, military, and economic affairs, it has completed the establishment of a 'Chinese Public Contact Window,' modeled after practices of intelligence agencies in the United States, the United Kingdom, and Israel. Chinese citizens accessing the website will be categorized based on whether they are located within mainland China or overseas, and must follow six security guidelines to complete their contact registration.

The NSB released a press statement this morning stating that, in accordance with the 'National Intelligence Work Act' and referencing intelligence practices in the U.S., U.K., and Israel, it has established the 'Chinese Public Contact Window' to facilitate proactive contact and intelligence sharing from Chinese citizens, aiming to diversify intelligence sources.

The NSB noted that in recent years, China has faced economic difficulties, maintained high-pressure political control, and encountered numerous social and livelihood issues, fueling public dissatisfaction. An increasing number of Chinese citizens have begun proactively reaching out to Taiwan-related agencies to provide various types of intelligence. In response, the NSB has recently completed the 'Chinese Public Contact Window' website (https://report.nsb.gov.tw) as a secure channel for Chinese citizens to submit intelligence.

Given China's strict internet surveillance and security risks associated with Chinese-made smartphones, the NSB emphasized that the design of the contact portal prioritizes 'information security' and 'identity confidentiality.' Upon accessing the website, users will be categorized as being either 'within mainland China' or 'overseas,' and must follow six security guidelines to complete their registration.

Security measures include using foreign-brand smartphones or tablets, restoring devices to factory settings, connecting to Wi-Fi networks that do not require real-name authentication, using VPN software, employing web browsers developed by Western companies, and enabling private or incognito browsing modes.

Regarding intelligence verification and utilization, the NSB stated that all intelligence submitted by Chinese citizens will undergo rigorous technological filtering, followed by evaluation and verification by professional teams to facilitate further contact.

In conjunction with the launch of the 'Chinese Public Contact Window,' the NSB has also produced a one-minute promotional video titled 'Change.' Created using AI-generated technology, the video depicts civil servants in China witnessing colleagues being arbitrarily investigated and removed from their positions under an authoritarian regime, gradually disappearing from the workplace, reflecting an atmosphere of fear and insecurity. The video encourages Chinese citizens both inside and outside China to actively provide intelligence and courageously drive change.

The NSB emphasized that it will continue to flexibly review and enhance its intelligence operations in response to evolving international and Chinese developments, providing a platform for Chinese citizens who support democratic values to contribute, thereby deepening the analysis of China's situation and safeguarding Taiwan's national security and interests.
