With the Dragon Boat Festival three-day holiday approaching, Lin Fu-shan (Director-General of the Highway Bureau), Chen Wen-rui (Director-General of the Freeway Bureau), Cheng Kuang-yuan (Chairman of Taiwan Railways Administration), and Shih Che (Chairman of Taiwan High Speed Rail) have jointly filmed short social media videos to promote holiday traffic management measures.
The Ministry of Transportation announced that the holiday, starting June 19, will prioritize public safety, with comprehensive traffic management plans already in place. Full-scale holiday operations will officially begin on June 18.
In the videos, Cheng Kuang-yuan encourages travelers to use TRA trains for homecoming and tourism. Lin Fu-shan highlights a 40% discount (60% of regular fare) on 85 intercity bus routes. Shih Che advises passengers using THSR's non-reserved seating to check real-time queue indicators via the LINE TODAY 'Lifestyle Channel' before departure. Chen Wen-rui recommends drivers use the '1968' app to monitor real-time traffic control measures and plan trips accordingly.
The Ministry forecasts peak southbound traffic on June 19, reaching 1.4 times normal volume, and peak northbound traffic on June 21, at 1.3 times normal levels.
During the holiday, expressways will implement a single-rate toll system, along with ramp metering, high-occupancy vehicle (HOV) restrictions, ramp closures, shoulder openings, and temporary toll suspension from 12:00 AM to 5:00 AM daily.
For westbound expressway users, southbound peak day (June 19) travelers are advised to depart before 6:00 AM or after 12:00 PM. On the northbound peak day (June 21), southern region travelers should depart before 9:00 AM, and central region travelers before 12:00 PM.
For National Highway No. 5 users, southbound peak day departures are recommended before 5:00 AM or after 5:00 PM; northbound peak day departures before 9:00 AM.
On provincial highways, Route 9's Su-Hua corridor will implement flexible measures, including bus-priority lanes in Su'ao and Chongde sections. Additionally, bus access to emergency shoulders on the Su-Hua Expressway will be allowed during three periods: June 19 (5:00 AM–5:00 PM), June 20 (7:00 AM–11:00 AM), and June 21 (12:00 PM–6:00 PM). Trucks over 21 tons will be restricted during these times.
On Route 61 (West Coast Expressway), intersections at Xin'gang 3rd Street (Route 15), Zhu 1 Road, and the westbound Nanliao ramp of Route 68 (prohibiting left turns onto Route 15 southbound) will be closed. Coordination with the Freeway Bureau will close the northbound entrance ramp at Xibin Interchange, and six at-grade intersections—Lengshui坑, Fuxing Road, Zhongmei Village, Baofu Road, Zhunan Landfill, and Miaoli 11 Dashanjiao—will be temporarily closed during specific hours.
THSR will add 92 extra trains during the holiday, totaling 915 services, increasing capacity by 9.4% compared to regular days.
TRA will add 116 extra trains island-wide (46 westbound, 70 eastbound), increasing capacity by 5.8%. On westbound routes, new Tzu-Chiang Express (EMU3000) trains will eliminate non-reserved seating, with 200 standing tickets sold daily on a limited basis.
Intercity buses will operate an average of 7,031 daily trips. To encourage ridership, 85 routes offer a 40% discount (60% fare). Combined with TPASS 2.0 and frequent rider discounts (30% cashback for 4+ monthly rides), riders can achieve up to a 58% discount. Additionally, transfers to local buses within 10 hours qualify for one free fare or free rides on designated 'Happy Buses'.
For air transport, domestic routes will operate 1,470 flights with 116,000 seats, including 1,278 regulated flights to outlying islands with 109,000 seats. Airlines will add extra flights as needed. Taoyuan Airport will handle 3,325 passenger flights, serving 135,000–149,000 passengers daily.
Marine transport will operate 845 sailings across 11 routes between the main island and outlying islands, offering approximately 201,000 seats. The Kinmen-Matsu 'Small Three Links' service will operate 180 sailings with 48,000 seats during the holiday period.
