Chang Ya-lin serves as the chairperson, with DPP Legislators Chiu Yi-ying, Lin Chu-yin, Lee Kun-cheng, and KMT Legislator Ko Ju-chun serving as vice chairpersons.

Chang stated that amidst global supply chain restructuring, geopolitical changes, economic security issues, and increasing emphasis on healthcare resilience, Taiwan stands at a critical juncture.
