(Central News Agency, reporter Zheng Weizhen, Changhua, 12th) The Changhua County Government held a groundbreaking ceremony for the "Changhua County Animal Protection Education Park Construction Project" today. The park will be rebuilt on the original site of the Changhua County Stray Dog Interim Shelter. It can accommodate 550 dogs and cats, combining functions such as care and education, and is expected to be completed in 2028 (the 117th year of the Republic of China).

The groundbreaking ceremony was presided over by County Magistrate Wang Huimei, and attended by Du Wenzhen, Deputy Permanent Secretary of the Ministry of Agriculture; Lai Zhifu, Acting Mayor of Yuanlin City; and several Changhua County councilors.

Wang Huimei stated that the total project cost is NT$182.44 million. She expressed gratitude for the central government subsidy of NT$109.46 million and the land allocation by the Yuanlin City Office, allowing the county government to rebuild on the original site. The plan includes a new 4-story building with a total floor area of approximately 781.5 ping, featuring animal sheltering, medical care, training, grooming, life education classrooms, and public leisure spaces. It can accommodate 476 dogs and 74 cats.

Regarding the placement of existing sheltered animals during construction, Wang Huimei said the county government has guided a private shelter facility for transfer, with a capacity of up to 300 dogs and cats, ensuring that sheltering and adoption services continue without interruption and that the animals receive proper care.

Wang Huimei mentioned that the county government has been promoting stray dog management improvement measures since 2019. According to statistics from the Ministry of Agriculture, the number of stray dogs in Changhua County decreased from 13,352 in 2022 to 9,313 in 2024, and efforts will continue.

Du Wenzhen stated that in addition to preventing animal-related diseases, resources must be invested to implement animal protection. She thanked the county government team and the Yuanlin City Office for their efforts and land allocation, working together to create the animal protection education park.

The Changhua County Animal Disease Control Center stated that after completion, the park will provide better shelter and care space for dogs and cats. It will also combine life education and animal protection advocacy to convey the concept of "careful evaluation before adoption, lifelong responsibility after adoption" to the public, enhancing respect and care for life and realizing the vision of an animal-friendly city.
