(Taipei, 10th, Central News Agency reporter Huang Liyun) Shih Yi-chang, a major fugitive wanted for a murder case, who had been on the run in Southeast Asia for over a decade and made a living as a human trafficker for scam syndicates, was arrested during Cambodia's crackdown on scam compounds. Following communication and coordination between Taiwan's Criminal Investigation Bureau (CIB) and Cambodian authorities, he was repatriated to Taiwan on the afternoon of the 10th.
The CIB stated in a press release on the afternoon of the 10th that Shih Yi-chang, now 48, was involved in a murder case in Luzhou District, New Taipei City, in 2003. The incident originated from a dispute between two female hostesses at a special industry restaurant, who each called for reinforcements. The situation escalated into a group brawl involving knives, during which Shih stabbed and killed a man with a small samurai sword.
After multiple appeals, he was sentenced to a severe penalty. Shih fled Taiwan by plane to Macau in April 2012, subsequently moving through several countries to evade justice. His sentence was finalized in June of the same year, and he was wanted by the New Taipei District Prosecutors Office in August 2012. Combined with drug-related offenses and violations of the Futures Trading Act, he was sentenced to 16 years and 4 months in prison. In February 2024, he was listed as a major fugitive by the Supreme Prosecutors Office.
According to sources, Shih had been hiding in several Southeast Asian countries for years, working as a human trafficker for scam syndicates. Due to Cambodia's recent intensive crackdown on transnational scam compounds, Shih was unexpectedly discovered and had been detained locally since February.
As Shih did not possess a passport, the Cambodian Immigration Bureau, in coordination with the CIB's liaison officer in Ho Chi Minh City, jointly verified his identity, confirming he was a major fugitive from Taiwan. Shih attempted various means to resist repatriation to avoid his prison sentence.
Fortunately, through diligent communication and coordination between the CIB and Cambodian law enforcement agencies, two officers were dispatched to Cambodia on June 8 to escort Shih. They transited through Ho Chi Minh City, Vietnam, and arrived at Taiwan Taoyuan International Airport at 3:20 PM on the 10th. He was subsequently transferred to the Taoyuan District Prosecutors Office for case processing. (Editor: Zhang Mingkun) 1150610
