(Central News Agency reporter Yang Sirui, Tainan, 10th) The Tainan City Government announced today that it signed a contract with TSMC yesterday to provide 22 land parcels in the Southern Taiwan Science Park (STSP) Specific Development Zone Block A. The land is provided under a 50-year project-specific superficies (land lease) for TSMC's factory expansion. The city government will fully support subsequent land handover and administrative assistance.

The Tainan City Government issued a press release stating that the signing ceremony for the "STSP Specific Zone Block A Project Superficies" was held yesterday. Witnessed by Tainan Mayor Huang Wei-che, the agreement was signed by Tainan City Land Administration Bureau Director Chen Shu-mei and TSMC Vice President Chuang Tzu-shou on behalf of both parties.

The city government stated that this project adopts a 50-year project-specific superficies approach, providing 22 land parcels in the Anding District industrial zone for TSMC's expansion. This not only announces that the strategic base for the world's top advanced wafer manufacturing processes has officially settled in Tainan but also highlights the city government team's full support for Taiwan's leading advantage as a global technology island.

Mayor Huang Wei-che stated that Tainan has long been the core of Taiwan's wafer production base. This project was confirmed by the National Science and Technology Council in a letter dated February 11 this year to be in line with the central government's major investment policy of "keeping advanced semiconductor manufacturing processes in Taiwan." Facing the urgency of the national critical technology deployment, the city government team immediately activated a cross-departmental, high-efficiency coordination mechanism to win the administrative race against time.

Huang stated that the Land Administration Bureau, within an extremely tight schedule, successively overcame and completed cumbersome legal procedures such as zone expropriation announcements, price setting, and review of landowners' applications for compensation land. After multiple committee meetings for rigorous price evaluation and negotiation, the city government team balanced legal compliance and speed, completing the legal signing process in the shortest possible time.

Land Administration Bureau Director Chen Shu-mei explained that the land for this project is located in STSP Specific Zone Block A, comprising 22 industrial-use land parcels in the Su-tsuo Section and Anding Section of Anding District. After the successful signing, the registration of superficies rights and land handover can proceed, meeting the urgent needs of national industrial development.

Chen pointed out that the STSP Specific Zone A-O development project will not only fully facilitate the entry of top-tier industries into the STSP development zone and consolidate Tainan's strength as a global semiconductor strategic base but also provide sufficient residential, commercial, and other civilian land, creating a new technology city that balances production, living, and ecology.
