(Central News Agency, reporter Zhao Minya, Taipei, June 9) To equip civil servants with artificial intelligence (AI) literacy, enhance administrative efficiency through technological tools, and optimize service processes, the Ministry of Digital Affairs (moda) and the Directorate-General of Personnel Administration (DGPA) today released the jointly developed beta version of the 'AI Public Service Talent Certification Guidelines.' The guidelines focus on four main pillars: completing talent classification, designing standard curricula, and aligning with industry standards, creating a public-private AI talent ecosystem.

moda held a press conference today to release the beta version of the 'AI Public Service Talent Certification Guidelines,' jointly developed with the DGPA. The guidelines cover learning curricula and development paths for three types of talent: policy, application, and development, and connect with industry certification mechanisms.

Wang Cheng-ming, Director of the Department of Digital Government at moda, stated that the DGPA and moda jointly established an AI Talent Office in July last year to help civil servants improve their AI literacy and application capabilities, further strengthening government services and administrative efficiency. To this end, the 'AI Public Service Talent Certification Guidelines' were promoted. The development process aligned with moda's 'AI Industry Talent Certification Guidelines,' introducing common industry standards to integrate existing private training and certification resources, ensuring that public and private sector AI talent pools have consistent capability standards and a foundation for connection.

Wang pointed out that the 'AI Public Service Talent Certification Guidelines' have four main pillars. First, corresponding to demand areas, public service talent is divided into three types: AI policy talent, AI application talent, and AI development talent, clearly positioning different roles and planning corresponding learning paths. Second, a competency framework is introduced, standard curricula are designed, and 8 course modules and 40 standard curricula are released to guide private training providers in resource integration and course delivery.

Third, to connect with private resources and align with industry standards, a dual-track certification mechanism will be promoted. The first wave directly recognizes 25 credible professional certifications, including those from AWS, Google, Microsoft, and the Ministry of Economic Affairs' iPAS. At the same time, the DGPA will launch a public service AI common core competency certification in the second half of this year to ensure civil servants' legal compliance and governance awareness when applying AI in the administrative system, and to enhance risk identification capabilities.

Wang said that fourth, a specialty notation system will be established to facilitate talent mobility. After civil servants obtain relevant certifications, they can register their AI specialties in the human resource management information system, aiding personal career advancement. Furthermore, based on common AI application knowledge, this also facilitates the flow of technical talent between the public and private sectors.

Chen Ya-ling, Director of the Training and Examination Department of the DGPA, added that to promote employee learning and application of AI, agencies are encouraged to subsidize the cost of certification exams. For those with outstanding performance in AI application, agencies are encouraged to provide rewards such as commendations or merit points, and it has been suggested that agencies design bonus mechanisms in their promotion systems based on their business characteristics.

moda stated that the guidelines will be trialed as a beta version for six months. moda will continue to cooperate with the DGPA to make rolling revisions based on personnel feedback, making the guidelines more aligned with public service needs, guiding all civil servants to integrate AI into their daily work safely and responsibly, and actively gathering private sector energy to create win-win opportunities for public-private cooperation.
