The Taichung City Government issued a press release explaining that Lu led a delegation to Europe on the evening of the 6th, with the first stop being Germany. On the 8th (German time), she visited the Brandenburg State Parliament and the Berlin City Government, hosted by Brandenburg State Parliament Vice President Rainer Genilke and Berlin Deputy Mayor Stefan Evers, respectively. They exchanged views on topics including transportation, education, culture, and industry.

Lu stated that Germany is the most populous country in the EU, and Berlin is Germany's largest city. Together with the surrounding Berlin-Brandenburg metropolitan area, the population exceeds 6 million. Berlin is also known as the capital of startups, so she arranged a visit to the Berlin City Government to exchange experiences on urban governance.

Regarding the visit to the Brandenburg State Parliament, Lu noted that Brandenburg is an important base for renewable energy in Germany, particularly excelling in wind and solar power generation. Taichung is also actively promoting green energy policies, so both sides can share strategies and achievements in energy transition.

Lu also posted on Facebook to explain the Germany trip, stating that Germany is a key indicator of global industrial and technological development, while Taichung is an important base for Taiwan's precision machinery, smart manufacturing, and high-tech industries. Facing challenges such as energy transition, climate change, and global supply chain restructuring, cities need to cooperate and learn from each other. Furthermore, regarding the gas explosion in Hsinchu City that resulted in two deaths, Lu posted on Facebook stating that she had spoken with Hsinchu Mayor Kao Hung-an to express Taichung City's deepest condolences and sympathy. She offered her deepest condolences, prayed for the affected residents, and paid the highest respect to the firefighters and grassroots partners who risked their lives in the search and rescue operations.
