(Central News Agency, Taipei, June 9) The Bureau of Foreign Trade (BOFT) under the Ministry of Economic Affairs today announced the latest version of the "Strategic High-Tech Commodities" export entity control list, adding 265 entities involved in weapons proliferation activities from Iran, Russia, China, the United Arab Emirates, and other locations, while removing 13 entities.

In a press release, the BOFT stated that it regularly holds inter-ministerial review meetings to review and update the strategic high-tech export entity control list. The related operations are authorized under Article 13 of the Trade Act and primarily reference sanctions and control lists from the United Nations Security Council and allied nations.

The BOFT noted that to date, over 11,480 entities and individuals have been included in the control list to prevent sensitive technologies, equipment, and goods from flowing to parties potentially involved in weapons proliferation activities.

The BOFT recently held an inter-ministerial export entity list review meeting. Based on considerations such as preventing weapons proliferation and cooperating with international sanctions, it announced today the addition of 265 entities. The involved countries include Iran, Russia, Mexico, Turkey, China, and the United Arab Emirates. Additionally, 13 entities were removed from the list.

The BOFT stated that if domestic manufacturers intend to export to controlled entities on the export entity control list, they must first apply for a Strategic High-Tech Commodities Export Permit from the BOFT and obtain permission before exporting. Customs will also cooperate in conducting border inspection operations. If an operator attempts to export to an entity on the list without a permit, Customs will not release the goods.

The BOFT reminded operators to fulfill their due diligence obligations regarding customers and transaction parties, carefully assess transaction risks, and avoid involvement in weapons proliferation-related activities.
