The Taichung City Police Department Criminal Investigation Brigade explained that Taichung City originally had 294 pawnshops. According to the "Pawnbroker Act," for every increase of 20,000 in population, one additional pawnshop license can be granted. Due to Taichung City's population increase, one more pawnshop license became available.

The Taichung City Police Department announced the opening on March 27 and accepted applications from April 20 to May 12. The police stated that a total of 66 applications were received during the period, and after qualification review, 65 met the lottery eligibility criteria.

The city police department held a public lottery this afternoon. The lottery was presided over by Police Supervisor Wang Qinghai of the city police department. Witnessed by participating citizens, the Pawnbrokers' Association, and the city police department's inspection unit, one primary and one alternate winner were selected.
