(Central News Agency, reporter Xie Yixuan, Taipei, 8th) The Control Yuan has issued a correction regarding Taiwan Sugar Corporation's (TSC) livestock waste treatment, pointing out issues such as the lack of a formal budget line for sludge removal at livestock farms and the failure to accurately verify the number of dead pigs. TSC stated today that it has initiated a comprehensive review, completed relevant internal control management systems, and is accelerating the modernization of its pig farms.
The Control Yuan's correction document noted that TSC had not formally established a budget category for sludge removal at its livestock farms for its subsidiaries to apply for. Additionally, at the Annai Livestock Farm, four dead pigs were discovered, which had been left to be eaten by stray dogs, leaving only bones, and the farm staff used a loader to move the dead pigs without accurately counting them.
TSC stated in a press release today that immediately after the incident, it launched a comprehensive review and examined improvements in areas such as wastewater sludge, dead pig management, environmental facility operations, and procurement management supervision.
TSC pointed out that specific improvement measures include strengthening sludge removal operations by switching to open contracts for centralized management, strictly enforcing contract performance and sludge flow tracking, establishing a dedicated audit mechanism, and comprehensively strengthening inspection and acceptance procedures.
TSC stated that to implement source control of dead pigs, it will add closed temporary storage facilities at its livestock farms, establish a reconciliation system for the declaration, removal, and rendering of dead pigs, and actively cooperate with local governments to strengthen stray dog management to maintain farm environmental hygiene and biosecurity. It also plans to accelerate the modernization of pig farms, with new pig farms being equipped with waste recycling and reuse equipment to significantly enhance resource reuse efficiency.
TSC emphasized that it will fully cooperate with the judicial investigation related to this case, learn from it, deepen its internal control and management mechanisms, continuously improve the quality of pig farm operations and environmental management, and fulfill its social and environmental responsibilities as a state-owned enterprise.
