The 46-year-old Chen parked his scooter illegally on the red line in front of a convenience store on Shiqiu Road around 10 a.m. on the 6th and went inside to shop. A patrolling police officer saw this and conducted a stop. During the process, Chen voluntarily surrendered one etomidate vape cartridge, one bottle of vape oil, and one electronic cigarette heater. A rapid saliva drug test showed a positive result for drugs.

Police immediately arrested Chen according to the law and took him back to the station for questioning. In addition to citing Chen under the Road Traffic Management and Penalty Act, impounding his scooter, and suspending his vehicle license, after questioning, he was transferred to the Keelung District Prosecutors Office on suspicion of violating the Criminal Code's public endangerment offense and the Narcotics Hazard Prevention Act.
