The Taipei City Department of Education announced on the 8th three major measures to attract and retain educational talent, including the retroactive issuance of incentive bonuses to school administrative staff from September 2025, making Taipei the first city in the nation to do so; the addition of administrative staff to public elementary and middle schools starting August 2026; and the immediate expansion of counseling services.

Director of Education Tang Chih-ming stated at a media briefing on the 8th that teaching challenges are numerous today. He noted that to attract and retain outstanding educational talent and implement the three arrows of educational innovation recently announced by Mayor Chiang Wan-an, administrative procedures have been completed and three substantive teacher support measures have been launched.

First, to address the phenomenon of 'administrative exodus' where teachers avoid administrative roles, in addition to the central government's monthly 'Teacher Administrative Work Bonus' of NT$1,000 to NT$2,000, Taipei City has taken the lead nationally by establishing the 'Taipei City Incentive Bonus Guidelines for Concurrent Administrative Personnel in Senior High Schools, Junior High Schools, Elementary Schools, and Kindergartens.' This provides monthly incentive bonuses of NT$3,000 for principals, NT$2,000 for office directors, and NT$1,000 for section chiefs, retroactive to September 1, 2025. These are paid alongside the central government's bonus, and contract staff in kindergartens are also included. For example, a principal at a school with 50 or more classes would receive a total of NT$5,000 per month.

Second, Tang said that to allow teachers to focus on their professional duties, starting August 1, 2026, public elementary and middle schools in Taipei City will receive 1 to 3 additional dedicated administrative staff depending on class size. This is expected to add 303 staff in total, including 204 in elementary schools and 99 in middle schools.

Third, to alleviate stress from campus incidents and parent-teacher communication, the Taipei City Teacher Training Center has immediately expanded counseling services for teachers. The number of free counseling sessions per academic year has been increased from 6-10 to 8-12. The number of partner counseling centers has been expanded from 5 to 16 across 12 administrative districts, ensuring at least one center in each district.

Additionally, the Department of Education noted that subsidies for setting up 'Teacher Professional Development Space 2.0' in Taipei's elementary, middle, and high schools are ongoing. Currently, of the 236 schools citywide, 16 schools in 12 districts were selected as pilot schools starting in the 2025 academic year. In 2026, 83 schools have applied, exceeding the original target of 50-60 schools. The goal is to have 'Teacher Space 2.0' in every school by the end of 2028.
