Expert: US and Taiwan Must Establish Systematic Cooperation Mechanism to Prevent Chip and Model Leakage

(Central News Agency reporter Su Siyun, Taipei 6th) The Digital, Democracy, and Society Research Center (DSET) held the Supply Chain Resilience Strategy International Summit today. Tarun Chhabra, Director of National Security Policy at US AI startup Anthropic, stated that in the face of chip and model leakage risks, the US and Taiwan must establish a systematic cooperation mechanism to strengthen software supply chain management and defense cooperation.

DSET's annual forum, the "Supply Chain Resilience Strategy International Summit," kicked off today, focusing on four major themes: semiconductors, artificial intelligence (AI), energy security, and drone supply chains.

The semiconductor supply chain session was moderated by DSET CEO and Economic Security Group Leader Chang Chih-cheng. Panelists included Chris Miller, author of "Chip War"; Tarun Chhabra, Director of National Security Policy at Anthropic; David Feith, Senior Fellow at the Hudson Institute; Chris McGuire, Senior Fellow for China and Emerging Technology at the Council on Foreign Relations (CFR); and Terry Tsao, President of SEMI Taiwan. They discussed future challenges in the AI era and opportunities for US-Taiwan cooperation from the perspective of US-China technology competition and supply chain risks.

Regarding China's ambitions for self-sufficiency and US-Taiwan response strategies, Miller pointed out that US and Chinese AI development strategies are vastly different, and China is the real source of risk. He refuted the myth of "hollowing out Taiwan," reiterating that US-Taiwan technological and economic ties are extremely strong.

Chhabra stated that to address chip and model leakage risks, the US and Taiwan must establish a systematic cooperation mechanism to strengthen software supply chain management and defense cooperation. Feith emphasized that the US strategy towards China has bipartisan consensus. As an irreplaceable AI hardware hub, Taiwan should ensure investment in defense and critical manufacturing, focusing on addressing the core threat from China.

McGuire predicted that the US would push for new export control legislation to protect national security assets like cutting-edge chips, calling for the establishment of absolute red lines. He expressed hope that Taiwan's relevant regulations would align with those of the US.

From an industry perspective, Tsao pointed out that the globalization of semiconductors, including setting up factories in the US, aims to expand business, while R&D remains rooted in Taiwan.
