Kaohsiung Zuoying Guomao Public Urban Renewal Project Attracts NT$14.6 Billion Investment

(Central News Agency, Reporter Tsai Meng-yu, Kaohsiung, 4th) The Kaohsiung City Government held an investment promotion briefing today in Kaohsiung for the "Public Selection of Implementer for the Urban Renewal Project on Two Plots of Land in the Guomao Section, Zuoying District." The goal is to create a landmark demonstration site integrating industry and education through this public urban renewal project, with an estimated total investment of NT$14.6 billion.

Deputy Mayor Lin Chin-jung presided over the briefing today and simultaneously announced the establishment of an integrity platform. He emphasized that the city government will adhere to the four main principles of "public-private collaboration, administrative transparency, public oversight, and cross-domain cooperation" to eliminate any external interference, providing investors with the fairest and most secure guarantees, allowing businesses to invest in Kaohsiung with confidence.

Deputy Mayor Lin stated that the city government has included the strategically located Guomao Section plots 2 and 2-9 into the urban renewal area according to the Urban Planning Act, with implementation announced today. The hope is to use the public urban renewal method for public-private cooperation, creating a landmark demonstration site that integrates industry, education, living, and cultural landscapes.

The Urban Development Bureau explained that as Kaohsiung transforms into a hub for the semiconductor and AI industries, the city government hopes to use this public urban renewal project, with an estimated total investment of NT$14.6 billion, to introduce private-sector professional development capabilities, revitalize 2.48 hectares of municipal land, and combine it with Taiwan's first national-level industry-academia-research training base to build a foundation for high-tech talent cultivation.

The Urban Development Bureau pointed out that to reduce investment uncertainty, the city government has pre-completed documents such as the requirements specification for the facilities at the Research and Education Park C Base. The winning bidder only needs to proceed with construction. The implementer can also acquire prime real estate on Plot 2 and enjoy a maximum 1.5 times floor area ratio bonus for urban renewal.

Additionally, the implementer must coordinate the construction of the "Second Hall and Multi-functional Activity Center of the Research and Education Park" on Plot 2-9 and return the property to the city government, with clear schedules for construction start and completion. On Plot 2, the implementer must donate 80 public parking spaces and donate a bonus floor area equivalent to 10% of the base floor area to the Kaohsiung City Urban Renewal Fund.

To echo the historical landscape of the Zuoying Old City, the city government also mandates a "step-back design" for the overall building mass, with height gradually increasing from the street side towards the interior of the site. A setback of at least 20 meters must be reserved on the side facing Dongmen Road.
