Tomi City, Nagano Prefecture to Launch New On-site, Instantly Usable 'Hometown Tax' Payment System

Tomi City, Nagano Prefecture, will launch the 'Tomi City Furusato Support Tax® Electronic Coupon' as a new form of hometown tax, allowing for on-site payments.

This service allows visitors to Tomi City to make a hometown tax donation on the spot via their smartphones and use the electronic coupons issued according to the donation amount at participating stores within the city.

The service will debut at the 'Tomi Wine Festa 2026,' held on Saturday, May 16, and Sunday, May 17, 2026. This new form of hometown tax will be introduced to visitors at this premier wine event representing Tomi City.

Moving forward, Tomi City will gradually expand participating member stores, focusing on businesses such as accommodation, dining, tourism, and retail, to create a system where visitors can support the region through the hometown tax while experiencing the charms of Tomi City locally.

What is On-Site Payment Hometown Tax?

On-site payment hometown tax is a service that allows individuals to make a hometown tax donation at their travel or outing destination and immediately use the electronic coupon received as a return gift.

While conventional hometown tax systems typically involve receiving a return gift delivered to one's home after the donation, this service completes the flow of 'visiting,' 'donating,' and 'using' on-site.

We aim to connect this to the circulation of the local economy by having visitors to Tomi City enjoy regional resources such as wine, food, accommodation, and tourism.

Debuting at 'Tomi Wine Festa 2026'

The 12th 'Tomi Wine Festa 2026' will be held for two days on Saturday, May 16, and Sunday, May 17, 2026.

This year, for the first time, the main venue will be the south exit rotary of the Shinano Railway's 'Tanaka Station.'

Wineries, producers from within and outside Tomi City, and food vendors using local ingredients will gather for an event where visitors can enjoy the wine and food nurtured by Tomi's climate.

Tomi City will launch its on-site payment hometown tax to coincide with this opportunity, which attracts many visitors.

For every 5,000 yen donation, a 1,500 yen voucher (3 x 500 yen) will be distributed.

It can be used for tasting and dining at the winery booths. (*Cannot be used for merchandise sales or takeout.)

We will promote this as a new mechanism for visitors to support Tomi City through the hometown tax while experiencing the region's charms on the day of their visit.

Gradual Expansion of Member Stores

After the service launch, we plan to gradually expand member stores, focusing on accommodation facilities, restaurants, wineries, tourist facilities, and retail stores within the city.

Tomi City is known as a production area for wine grapes and possesses diverse regional resources, including unique wineries, restaurants utilizing local ingredients, nature, hot springs, and agricultural products.
