Nogata City: Announcement of a Partnership Agreement with Terra Charge Inc. for the Realization of Carbon Neutrality

On Wednesday, March 4, 2026, we are pleased to announce that we have entered into a "Partnership Agreement Concerning the Realization of Carbon Neutrality" with Terra Charge Inc., a company specializing in EV charging infrastructure.

The purpose of this agreement is to broadly cooperate in promoting the spread of electric vehicles in Nogata City, primarily through the development of EV charging facilities, with the goal of achieving carbon neutrality and strengthening regional resilience.

Background of the Partnership Agreement

In February 2022, the city made a "Zero Carbon City Declaration" with the aim of achieving carbon neutrality by 2050. To realize this, the 3rd Nogata City Environmental Basic Plan was formulated in March 2024. As a concrete implementation plan to steadily advance this, the 3rd Nogata City Environmental Conservation Action Plan (First Half) was established in January 2026. One of the measures in this plan is the introduction of EV chargers to public facilities.

Terra Charge Inc. (Headquarters: Minato-ku, Tokyo; President & CEO: Toru Tokushige) is a leading domestic company in Japan, developing charging infrastructure for electric vehicles (EVs) nationwide under the mission, "Energy for all people and EVs." The company facilitates the provision of charging infrastructure by making the initial installation and ongoing maintenance costs free, and is advancing the installation of EV chargers across Japan in locations such as public facilities, commercial buildings, and apartment complexes.

This broad cooperation, focused on promoting the adoption of electric vehicles through the installation of EV chargers at our city's public facilities to achieve carbon neutrality, will create business synergy for both parties. Furthermore, it will contribute to the improvement of disaster resilience. EVs are expected to serve not only as a means of transportation but also as a new lifeline, utilizing their characteristic as "running storage batteries." Especially in times of disaster, electricity is said to be restored more quickly than other lifelines. EVs can be used to supply power to areas without electricity, and the electricity stored in them can be utilized as an emergency power source for homes and facilities, increasing their value from a disaster prevention and mitigation perspective.
