The Itabashi City Board of Education (Superintendent: Yutaka Naganuma; hereinafter referred to as "the City") has formulated a new education vision, "MIRAI SCHOOL Itabashi - Education Vision 2035," looking toward fiscal year 2035, ten years after the start of fiscal year 2026.

In an era where the future is extremely difficult to predict, the environment surrounding education is becoming increasingly complex, diverse, and multi-generational. This includes the diversifying needs of children, the educational facilities required, the enhancement of individual support systems for issues such as school non-attendance, the growing necessity for lifelong learning due to increased life expectancy, and reforms in teacher work styles.

Amidst these circumstances, the City has defined its desired future image as "MIRAI SCHOOL Itabashi" in the "Education Vision 2035." Guided by the motto "Education exists for people to live happily," the vision stems from the desire for every individual to lead a life where they can feel the joy of learning, the joy of growth, and the joy of connecting with others through education. The term "MIRAI" embodies the "five powers to be nurtured," and the City aims to realize "MIRAI SCHOOL Itabashi" by turning the entire city into a learning campus.

The City believes that education based on this vision will expand the options for every individual and lead to the happiness of individuals, the community, and the next generation. Furthermore, the City will implement various educational projects outlined in the "Action Plan 2028," which was formulated as an action program for the education vision, while working to promote the adoption of "MIRAI SCHOOL Itabashi."

Five Powers Embodied in "MIRAI"

Motivation (The power to move forward as yourself) By accepting yourself as you are, you can grow with peers and possess the driving force to move toward the future.

Inclusion (The power to live by acknowledging one another) Even if personalities and positions differ, you can listen to others and work together to solve problems.

Relation (The power to connect and help each other) To help those around you and contribute to society, you can find what you can do for someone else as your own personal responsibility and take action.

Activation (The power to take initiative) You can think for yourself, make judgments, and challenge yourself to do what needs to be done.

Innovation (The power to carve out a path from zero) You can notice invisible issues and create something from nothing, even when facing problems without a correct answer.

Main Initiatives and Projects for Fiscal Year 2026

1. Realizing education that draws out and extends the potential of each child - To ensure solid academic ability, we will promote the "Itabashi City Lesson Standard S," where students choose, decide, and advance their own learning content, as an integrated enhancement of individually optimized and collaborative learning. - To ensure children can learn with peace of mind and be themselves, we will develop various educational activities centered on the child, such as cross-grade exchanges through vertical classes, and promote integrated elementary and junior high school education. - We will establish permanent initial Japanese language support classes and create base facilities to provide an environment for intensive Japanese language learning for students who require such support.

2. Creating people and environments that support children's learning and growth - We will enhance cooperation with schools, local communities, private organizations, and other related institutions to ensure a variety of learning options outside the classroom. - We will promote the introduction of learning spaces that foster student autonomy, such as open spaces, subject center systems, and open school libraries. - We will evolve "Ai-Kids" from a "place to stay after school" into a "place to stay all day," including "morning care," to meet diverse needs for places to stay. - To lead to detailed guidance tailored to each child, we will prepare an environment where data analysis can be performed using dashboards that visually display data related to school affairs and learning. - To promote the regional transition of school club activities in city junior high schools, we will transition the badminton club to the Itabashi Regional Club operated by the city, in addition to the existing baseball club.

3. Building a system for lifelong learning and teaching - We will promote the creation of places where diverse learning and multi-generational exchanges can occur, such as Green College and Manabi i-Place. - We will proceed with the development of the Itabashi City Historic Site Park (tentative name), which preserves and utilizes the first modernization and industrial heritage site in Tokyo. - We will increase the number of days that school librarians are stationed at city elementary and junior high schools. - We will implement a project to open school libraries to the local community.

4. Building a foundation to support educational activities - We will strive to enhance strategic information dissemination to make the initiatives of the Board of Education and schools better known to city residents.

Comment from Superintendent Naganuma [Image: Superintendent Naganuma] The future that the City envisions—where children and adults are peers who learn from and teach each other, connecting in various places and situations, and learning and growing throughout their lives—can only be realized with the understanding and cooperation of all children and adults. Let us expand the entire city of Itabashi into a learning campus together.
