Up to 120,000 yen subsidy for low-income households to purchase air conditioners as a heatstroke prevention measure in summer!

Hino City is implementing a program starting May 7th to subsidize low-income households in the city for the purchase and installation costs of air conditioners, up to a maximum of 120,000 yen. With severe "disaster-level" heatwaves occurring every year, and health damages from heatstroke becoming serious regardless of indoor or outdoor environments, and with another harsh summer anticipated this year, this program aims to further promote heatstroke prevention measures. This is achieved by encouraging the installation and replacement of air conditioners, alongside raising awareness about their proper use.

1. Subsidy Program Overview

Name: Hino City Air Conditioner Purchase Cost Subsidy for Low-Income Households

Eligible Households: Households that meet all of the following conditions (1) to (3) are eligible.
(Note) Excludes households receiving public assistance.
(1) Households where all members are registered residents of Hino City.
(2) Households where all members are exempt from resident tax for fiscal year Reiwa 7 or Reiwa 8, or households where all members are subject only to the per capita levy of resident tax for fiscal year Reiwa 7 or Reiwa 8.
(3) Households where the air conditioner installation status in their home falls under any of the following A to C:
A. There is no air conditioner at all.
B. There is no air conditioner with cooling function that can be used due to breakdown or other reasons.
C. Only air conditioners manufactured before 2011 are in use.
* In cases B and C, eligibility is limited to those households where the ownership of the air conditioner belongs to the eligible household member.
(Note) Households in Hino City receiving public assistance are covered by a separate subsidy program. Please contact the case worker in charge at the Public Welfare Division for details.

Eligible Equipment: Air conditioners purchased from a store or contractor after the grant decision, designed for fixed installation on a wall or window frame.

Maximum Subsidy Amount: Up to 120,000 yen (the lesser of the actual air conditioner purchase cost or 120,000 yen will be subsidized).

While many municipalities in Tokyo set the maximum subsidy amount at 100,000 yen, our city has set the maximum subsidy amount at 120,000 yen to reduce the self-payment burden for air conditioner purchases as much as possible.

Eligible Costs: Air conditioner unit purchase cost, delivery fee, installation fee (including installation work fee), removal fee, and recycling fee.

2. Application Flow for Subsidy

Those wishing to receive the subsidy should first consult the dedicated call center (or their case worker if receiving public assistance).
A city investigator will visit the home to survey the air conditioner installation status, etc. (investigation may not be conducted depending on the application reason).
After the investigation, apply by Friday, September 11, Reiwa 8.
After applying, purchase and install the air conditioner only after receiving the grant decision notice from the city (Note: air conditioners purchased before the grant decision are not eligible for subsidy).
Request the subsidy from the city by Monday, November 30, Reiwa 8.
The subsidy will be disbursed approximately one month after the request.
