Creating New Industries from Fukuchiyama, Kyoto Prefecture: "NEXT Industry Creation Program" and "F-StartUp" 2025 Fiscal Year Achievement Report Meeting Held

Fukuchiyama City is implementing the "NEXT Industry Creation Program," an entrepreneur human resource development project, in collaboration with Fukuchiyama Public University and others, with the aim of creating and accumulating new industries. Concurrently, it is working on "F-StartUp" to support business expansion for graduates of the same program. At the Reiwa 7 (2025) fiscal year achievement report meeting held on February 28, 2026, four teams from the NEXT Industry Creation Program and three businesses from F-StartUp presented their respective business proposals and practical achievements.
Furthermore, this project also involves practical business verification utilizing crowdfunding; in fiscal year 2025, two teams took on the challenge and raised a total of 2.52 million yen (cumulative 9.81 million yen over five years). Through these practical efforts, the social implementation of ideas and marketability verification are being promoted.

①In-house Proposal Plan for Industry-Specific Training Business - Importance of Stakeholder Management and Speed

This project aims to take a more multifaceted approach to regional industrial promotion by combining the industry-specific market data and trend analysis expertise of market research companies with local governments' understanding of regional issues and industrial structures.

During the training, industrial themes tailored to the specific circumstances of Fukuchiyama City were considered, while organizing environmental changes surrounding regional industries and trends in growth sectors. In this verification, the next-generation agriculture sector was chosen as one theme, considering its relevance to regional issues and future development potential. While the agricultural sector faces nationwide challenges such as a shortage of successors, an aging workforce, and the need for environmental considerations, new technologies and market expansions like smart agriculture, plant factories, and biochar are also emerging. By understanding these changes in the external environment alongside the current regional situation, this initiative was conceived as an opportunity to deepen the perspective on developing industrial policies suitable for the region. Moving forward, we aim to explore new business models that go beyond just selling market data, while advancing the consideration of such training programs in various municipalities, and continue to support industrial promotion for local governments.
