This applies to work performed for a certain period in environments with WBGT of 28℃ or higher or temperatures of 31℃ or higher, and measures are recommended even if these conditions are not met but there is a risk.
The number of fatalities in Reiwa 7 is on a downward trend, and the amendment to the Industrial Safety and Health Act is believed to contribute to preventing fatal accidents due to severe heatstroke. However, it cannot be said that "we are safe because the numbers are decreasing," and thorough implementation of measures based on the amended ordinance is still necessary.
Furthermore, in March 2026 (Reiwa 8), the Ministry of Health, Labour and Welfare published the "Guidelines for Heatstroke Prevention in the Workplace," which also presents a new curriculum for labor hygiene education related to heatstroke prevention managers.
