Background of the Implementation of the Heatstroke Prevention Manager Instructor Training Course

Due to the legal amendment effective June 2025 (Reiwa 7), regardless of industry, scale, or whether indoors/outdoors, business operators are mandated, under penalty, to implement heatstroke countermeasures: "Establishment of an early detection system," "Creation of response procedures," and "Familiarization among related parties."

The target encompasses work conducted for a certain period of time or more in environments with a WBGT of 28°C or higher, or air temperatures of 31°C or higher, and countermeasures are recommended if there is a risk even if not directly applicable.

The number of fatalities in Reiwa 7 shows a declining trend, and it is considered that the amendment of the Industrial Safety and Health Regulations is contributing to the prevention of fatal accidents caused by severe heatstroke.
