Ceremony for concluding the collaboration agreement concerning "Regional Revitalization Entrepreneurs" held on July 1, 2026.

Tokamachi City, Niigata Prefecture (Mayor: Yoshifumi Sekiguchi) and Tablecross Inc. (Headquarters: Minato-ku, Tokyo; President and CEO: Kaoru Jōbō; hereinafter referred to as "our company"), which operates the inbound tourism and dining platform "byFood," have concluded a dispatch agreement utilizing the Regional Revitalization Entrepreneur System, aiming to promote inbound tourism and revitalize the region.

Under this agreement, our company will dispatch an employee to Tokamachi City to promote the creation of tourism content utilizing regional resources, overseas information dissemination, and the improvement of inbound reception environments, in collaboration with the city and local businesses.

Background of the Dispatch Agreement Conclusion

The Japanese government has set a target of 60 million foreign visitors and 15 trillion yen in foreign visitor spending by 2030, making the promotion of tourism to regional areas a critical issue (※).

Tokamachi City possesses diverse regional resources, including its unique snow country culture, rich natural environment, terraced rice fields, and food culture, characteristic of one of Japan's leading heavy snowfall regions. It is also known as the venue for the "Echigo-Tsumari Art Triennale," one of the world's largest international art festivals.

On the other hand, to connect the increase in foreign visitors to regional economic revitalization, it is necessary to disseminate the region's attractions overseas, while also developing reception systems by local businesses and refining tourism content.

byFood, as a platform that disseminates Japanese food culture and tourism experiences worldwide, is engaged in supporting inbound tourism promotion in collaboration with local governments and businesses.

Against this backdrop, Tokamachi City and our company have concluded this dispatch agreement to promote inbound tourism utilizing regional resources and work towards sustainable regional development.

Main Initiatives Under the Agreement

Creation and Refinement of Tourism Content Utilizing Regional Resources

We will create and refine experiential content for inbound tourists, leveraging the region's food culture, nature, and traditional culture.

Strengthening Overseas Information Dissemination

We will disseminate Tokamachi City's attractions overseas through the production of sales pages and article content in multiple languages, primarily English, and video production.

Accompanying Support for Local Businesses

In collaboration with local businesses, we will support the improvement of reception environments for inbound tourists, product development, and sales promotion.

Expansion of Exchange Population and Related Population

Through continuous information dissemination and the creation of experiential opportunities, we aim to promote visits to Tokamachi City and foster a "related population" (people with connections to the region).

Utilization of the Regional Revitalization Entrepreneur System

The Regional Revitalization Entrepreneur System is a Ministry of Internal Affairs and Communications system that dispatches employees from private companies to local governments for a certain period, utilizing their specialized knowledge and know-how to solve regional issues and promote regional revitalization.

In this initiative, our company will dispatch an employee to Tokamachi City to be responsible for planning and promoting inbound measures, refining tourism content, and disseminating information overseas, in collaboration with the city and local businesses.

Future Developments

Moving forward, we will sequentially implement the creation and sale of tourism content and overseas information dissemination while advancing collaboration with businesses and related organizations within the city.

Through this agreement, Tokamachi City and our company will disseminate the region's attractions both domestically and internationally, contributing to the promotion of inbound tourism, the revitalization of the regional economy, and sustainable regional development.
