BRJ Corporation (Headquarters: Minato-ku, Tokyo; President: Hideaki Miyauchi; hereinafter “BRJ”), which develops electric mobility focused on safety to resolve “transportation gaps” in rural areas, will resume the trial of its micro-mobility sharing service 'TOCKLE' from Thursday, April 30th, in Nagano City, Nagano Prefecture. This follows a joint trial conducted last year with Toyota Rent a Lease Nagano Co., Ltd. (hereinafter “Toyota Rent a Lease Nagano”) and Aioi Nissay Dowa Insurance Co., Ltd. (hereinafter “Aioi Nissay Dowa Insurance”). The target age will be raised from 16 to 18 and over. Through this trial, we will verify the effects micro-mobility has on 'improving convenience for tourists' and 'revitalizing the central urban area of Nagano City'.

**TOCKLE**

**Demonstration Trial Overview**

**Point (1) Target Age Raised from 16 and Over to 18 and Over**
By raising the available age to the age of majority, we aim to limit users to those who bear a certain social responsibility, and to improve safety by increasing the rate of licensed drivers.

**Point (2) Customer Needs & Know-how of Local Companies × Telematics Data**
We have set “no-ride zones” for this trial by combining the customer needs and business know-how cultivated by Toyota Rent a Lease Nagano as a local company with the telematics data held by Aioi Nissay Dowa Insurance. We aim to achieve both safety and convenience as a new mode of transportation besides cars.

**Implementation Period:** From Thursday, April 30, 2026
**Rental Hours:** 6:00 to 17:00
**Deployment Store:** Toyota Rent a Lease Nagano, Nagano Store (1275-1 Minami-Ishidocho, Nagano City)
**Usage Age:** 18 years and older (Nagano area only)
**How to Use:** Register as a member via the TOCKLE app
**Fee:** 100 yen / 10 minutes

**Geofencing Function for Safe Operation**
BRJ, together with Aioi Nissay Dowa Insurance, has been progressively advancing initiatives since September 1, 2025, to enhance safety by constructing appropriate riding areas. This is done by utilizing telematics data for setting no-ride zones*2 within the geofencing function*1, with the goal of realizing safe operation of micro-mobility such as electric kick scooters.

*1 Geofencing Function: A function that automatically controls the movement of micro-mobility based on GPS location information.
*2 No-Ride Zone: An area where mobility automatically stops upon entry (e.g., areas where pedestrians gather or areas with high traffic accident risk).

Based on telematics data held by Aioi Nissay Dowa Insurance (cumulative driving distance: approximately 7.06 million times around the Earth as of March 2025), the frequency of dangerous behaviors such as sudden braking of automobiles is analyzed in 125-meter meshes, identifying areas with high traffic accident risk. By setting these areas as no-ride zones where micro-mobility automatically stops upon entry, a higher level of safety function design becomes possible.

**'TOCKLE's Commitment to Safety**

**1: Rural Areas, Not Cities**
Buses and railways are facing deficits, reduced services, and driver shortages, putting “local transportation” in a crisis of survival. 'TOCKLE' aims to resolve these 'transportation gaps' in rural areas. Furthermore, rural areas are characterized by less traffic and wider roads compared to cities, making them easier to operate safely. For these two reasons—solving regional issues and safety—'TOCKLE' primarily focuses on deployment in rural areas.

**2: Preventing Entry into Dangerous Areas with Geofencing Function**
'TOCKLE' is equipped with a safety system, 'geofencing function', which detects riding areas via GPS and stops the vehicle upon entering specific zones. The 'no-entry zones' set by geofencing can be flexibly configured by local governments according to local conditions.

**3: Complete Prohibition of Nighttime Operation**
In the electric mobility industry, it is common knowledge that 'nighttime is prime earning time' because people who miss their last train use them for long-distance commutes home. However, the reality of the industry is that a significant number of people ride after drinking late at night. It goes without saying that safety is more important than profit. Therefore, 'TOCKLE' does not operate at night in any region.
