Sapporo City Adopts Electronic Contract Service 'CloudSign'

The number of local governments that have adopted CloudSign nationwide exceeds 300, and its adoption share is approximately 70%, continuing to promote the digitalization of contracts nationwide as the No. 1 electronic contract service in local governments. Sapporo City will start operating the electronic contract service utilizing CloudSign from April 2026. Currently, there are 20 local governments in Hokkaido utilizing CloudSign. The acceleration of electronic contract adoption by local governments is due to multiple factors. The revision of the Local Autonomy Act Enforcement Regulations in 2021 made adoption easier, and the concrete effects in pioneering local governments became clear, driving significant promotion. Clear benefits such as time reduction, labor cost savings, reduction in stamp, shipping, and printing costs, and storage space reduction were noted. Furthermore, the acceleration of adoption in certain regions led to an increase in local governments realizing the benefits of electronic contracts. CloudSign is a contract management platform that can complete everything from contract signing to management and AI review digitally. It enables smooth and secure contract signing with electronic signatures and timestamps compliant with the Electronic Signature Act, and in 2023, it launched the "My Number Card Signature" function, the first for a general-purpose electronic contract service in Japan. Furthermore, by actively adopting AI technology such as AI contract management functions and the AI review support service "CloudSign Review," it realizes overall time reduction in contract operations. It is the No. 1 service in terms of sales share in the electronic contract market, widely adopted by over 300 companies and local governments.
