au Sonpo Corporation (Headquarters: Minato-ku, Tokyo; Representative Director & President: Takeshi Nakai; hereinafter 'au Sonpo') conducted a survey on the enrollment status of bicycle insurance, targeting 14,098 male and female bicycle users nationwide aged 15 to 69.

As a result, the national bicycle insurance enrollment rate was found to be 64.2%, revealing that it has decreased from the previous year for the first time since the survey began in FY2018.

Enrollment in bicycle insurance is mandated by many local governments for the purpose of aiding victims of bicycle accidents. The decline in the enrollment rate amid these circumstances indicates the possibility that the importance of preparing for bicycle accidents has not sufficiently permeated among bicycle users.

au Sonpo has continuously surveyed the national bicycle insurance enrollment rate since FY2018. Due to the significant response received each year, we are releasing the results for FY2025 as well.

**1. National bicycle insurance enrollment rate drops for the first time to 64.2%** When surveyed about their enrollment in insurance to prepare for bicycle accidents, the combined rate of those who answered 'Enrolled' and 'Probably enrolled' was 64.2% (9,053 people), dropping from the previous year for the first time since the survey began [Table 1].

In the '2nd Bicycle Utilization Promotion Plan' announced by the Ministry of Land, Infrastructure, Transport and Tourism in 2021, a goal was set to raise the insurance enrollment rate to 75% by FY2025 (Note 1). Although a simple comparison cannot be made due to different compilation periods and criteria, the results of this survey fell below that target.

**2. Enrollment rate in mandatory regions remains high at 66.4% but drops for the second consecutive year** Looking at the data regionally, the enrollment rate in areas where bicycle insurance is mandatory (Note 2) was 66.4%, significantly exceeding the areas where it is not mandatory (47.6%) [Table 1]. This result suggests that mandatory regulations are promoting insurance enrollment. On the other hand, the enrollment rate in mandatory regions has also decreased for the second consecutive year, indicating that the spread of insurance enrollment triggered by these mandates may have hit a plateau.

**3. Awareness rate of mandatory bicycle insurance enrollment remains low at 36.5%** When surveying the awareness of the mandates among residents in areas where bicycle insurance is mandatory, the percentage of people who answered 'I know about it' remained at 36.5%. This is a 2.3 percentage point decrease from the previous year, and it has been declining for four consecutive years from 49.4% in FY2021 [Table 2].

From these results, it is highly likely that the fact that bicycle insurance is mandatory has not been adequately communicated, contributing to the decline in the enrollment rate.

**4. 'Improving awareness' of the mandate is crucial for further popularizing bicycle insurance** Until now, mandatory bicycle insurance has been promoted in various parts of the country, leading to an improvement in enrollment rates. However, this survey suggests that unless people are aware of the existence of the system, such as the obligation to enroll, it may not lead to actions such as enrolling in or reviewing insurance. Therefore, to steadily increase the enrollment rate in the future, it is important to raise awareness of the mandatory insurance obligation.

au Sonpo has supported activities such as informing the public about local ordinances regarding mandatory insurance and raising awareness of safe bicycle use, based on 'Agreements on Safe Bicycle Use' concluded with local governments. We will continue to support the safe and secure daily lives of everyone through efforts to promote the spread of bicycle insurance and safe bicycle use.
