The 'Local Government Side-Job Award 2026' is an award that recognizes outstanding initiatives where local governments and private sector personnel have collaborated to solve regional issues and create new value. The purpose is to widely disseminate the results and challenges born from the co-creation between local governments and side-job professionals, addressing complex regional issues such as population decline, declining birthrate and aging population, administrative DX, and regional revitalization, and to open up further possibilities for public-private co-creation.

Background of the Local Government Side-Job Award

Amidst accelerating population decline and a declining birthrate and aging population, the challenges surrounding local governments have become increasingly complex and diverse year by year. The roles required of local governments are expanding and becoming more sophisticated, including establishing regional brands, promoting migration and settlement, creating a relational population, sustainable town development, and promoting administrative DX.

In solving these social issues, the utilization of human resources with specialized knowledge and practical know-how cultivated in private companies has great potential to bring new perspectives and value to the region. On the other hand, many local governments are forced to respond to diversifying administrative needs within limited financial and personnel systems, and there are structural limits to solving issues independently.

Against this backdrop, the Company began providing matching support to connect local governments with side-job professionals with specialized skills in October 2020. As of May 2026, over 250 local governments have utilized our services, achieving co-creation with specialized side-job professionals for various administrative issues, such as 'promoting effective SNS operation,' 'strengthening marketing to increase hometown tax donations,' 'planning public relations and PR strategies,' and 'supporting branding of local industries.'

The co-creation projects born through 'Fukugyo Cloud for Public' have exceeded 800 as of May 2026. Local government employees and side-job professionals have collaborated across positions, combining their knowledge and experience to create new value and possibilities for the region. Therefore, we have decided to hold the 'Local Government Side-Job Award' to widely disseminate excellent co-creation cases and challenges emerging nationwide, and to honor new models of regional revitalization by local governments and side-job professionals.

This award will select and recognize advanced initiatives nationwide from four perspectives: 'Impact,' 'Novelty,' 'Co-creation,' and 'Sustainability.' By sharing practical knowledge and success stories born from local government side-jobs, we aim to promote learning and cooperation across regions and contribute to the promotion of sustainable community development.

Naotoshi Sugawara, Vice Mayor, Bandai Town, Fukushima Prefecture

Engaged in public education, welfare, and medical policies as a Yamato City Council member (1 term) and Kanagawa Prefectural Assembly member (4 terms, 16 years). Also experienced as a caregiver and facility manager at a paid nursing home. A social worker with multiple qualifications such as certified social worker. Appointed Bandai Town CDO in 2019 and a 'traveling' Vice Mayor in 2024. Involved in DX support for multiple local governments such as Wakayama Prefecture and Osaki City, Miyagi Prefecture, embodying a new way of working for public servants.
