Another works Inc. (Headquarters: Minato-ku, Tokyo, Representative Director: Naotomo Obayashi), which operates the side-job matching platform 'Fukugyo Cloud' connecting individuals seeking side jobs with companies and local governments, has been commissioned by Okayama City, Okayama Prefecture, for the 'FY2026 Support Business Outsourcing for the Utilization of External Specialized Talent.' This time, utilizing the 'Side-job Regional Revitalization Entrepreneur' system, we will begin recruiting an 'Arena Development Project (PFI) Promotion Advisor.'
■ Matching Side-Job Talent and Government Using the 'Side-job Regional Revitalization Entrepreneur' System
As population decline and the aging society accelerate, the challenges faced by local governments are becoming increasingly complex and diverse, including establishing regional brands, promoting migration and settlement, sustainable urban development, and promoting administrative DX. While appointing personnel with specialized knowledge and practical know-how cultivated in private companies is a major step towards solving these issues, there are structural limitations to local governments tackling them alone due to financial and personnel constraints.
Recognizing these challenges, the Ministry of Internal Affairs and Communications established the 'Side-job Regional Revitalization Entrepreneur' system. Under this system, individuals belonging to a company sign an agreement with a local government and work to solve regional issues through activities of 4 days or 20 hours or more per month, and on-site stays of 1 day or more per month. Unlike conventional corporate dispatch models that require an agreement between the company and the local government and long-term on-site work, this system, predicated on flexible employment forms like side jobs and dual employment, realizes a mechanism where more private-sector talent can participate in regional revitalization.
Since its founding in May 2019, Another works has been firmly convinced that 'multiple jobs'—having multiple places to belong besides one's main job, and achieving multiple purposes such as monetary compensation, skill improvement, career advancement, and self-realization—is an essential work style in society, and has been promoting it throughout Japan. Our flagship service, 'Fukugyo Cloud,' a matching platform connecting individuals seeking side jobs with companies and local governments, has exceeded a cumulative total of 100,000 registered talents, 2,500 adopting companies, and 250 local governments as of April 2026. Based on our rich track record and know-how, we will strongly support the regional revitalization of Okayama City through the utilization of the 'Side-job Regional Revitalization Entrepreneur' system.
■ Background of Recruitment for 'Arena Development Project (PFI) Promotion'
Okayama City is promoting the development of an arena and urban development centered around it. The arena to be developed in this project is a facility that not only brings significant economic effects inside and outside the city through hosting sports events and live concerts, but also generates a sense of spiritual richness and excitement that cannot be expressed in monetary terms. Currently, we are in the preparation stage of drafting implementation policies and requirement level documents, and sounding out private businesses to select an operator via PFI.
On the other hand, the PFI method (BT + Concession type) being considered by Okayama City has limited implementation cases in Japan, and it is hard to say that sufficient knowledge has been accumulated within the government. Therefore, to make the arena development project a better endeavor, Okayama City is recruiting an 'Arena Development Project (PFI) Promotion Advisor.' Through advice on promoting the PFI project and urban development, we hope to receive support to ensure the arena development project not only leads to the continuation of top team activities and the resolution of venue shortages for amateur sports, but also, through hosting live concerts and conventions, brings significant economic effects inside and outside the city, and creates a project that generates spiritual richness and excitement that cannot be expressed in monetary terms.
