Hoki Town, Tottori Prefecture Launches 'Regional Revitalization Cooperation Team DAO' Aiming for Strategic Information Dissemination and Creation of Related Population

Hoki Town in Tottori Prefecture and Alyawmu Inc. (Headquarters: Sapporo City, Representative Director: Hiroaki Hatakenaka), which specializes in regional revitalization using DAOs and NFTs, will implement the 'Regional Revitalization Cooperation Team DAO' initiative from June 2026. This initiative combines the regional cooperation team system with a digital community (DAO) to revitalize the area. The goal is to solve regional issues and create a related population through collaboration between local residents and DAO participants.

Originally from Mie Prefecture. Majored in horn at Tokyo University of the Arts and its graduate school, then moved to Germany. Obtained a national performer qualification and spent 18 years as a musician. Privately, she founded a wildlife protection volunteer group and has continued activities related to nature and local communities.

The pandemic prompted her to step into the digital world, learning 3D production, the metaverse, and SNS management. After returning to Japan, based in Tokyo, she engaged in music education research, production and sales of sculptural goods, and community activities in virtual spaces. She is active on Substack as 'Rie | A musician who organizes life.' In 2026, she assumed the role of a regional revitalization cooperation team member in Hoki Town.

Hoki Town is the town that gave me my first connection to Tottori Prefecture, and it is also the first region in western Japan where I will be deeply involved.

When I first visited, the scenery surrounded by mountains and forests reminded me of Buchen, a small town in the Odenwald region of Germany. It overlapped with my days living with nature while engaging in wildlife protection activities in that quiet town of about 15,000 people. Standing on this land where people's lives have been built up over a long time, I was deeply moved by the quiet presence of Mt. Daisen.

Although my mission this time is centered on digital, I feel that Hoki Town has many attractions, such as events, workshops, and the charm within the daily lives of local people, that have not yet been sufficiently communicated to the outside world. I believe one of my roles is to work on disseminating information that has been untouched until now.

First, I want to get to know this town well and listen carefully to people's stories. Then, I hope to cultivate, together with the townspeople, a form of communication that gently connects the real and the digital.

Hoki Town will work on creating new exchange and related populations and building a sustainable community through the activities of the Regional Revitalization Cooperation Team DAO. (2) About the DAO and Project

1. What is a DAO?

A DAO (Decentralized Autonomous Organization) is a digital community where participants from all over the country gather via the internet. Participants are not just fans but can actively engage as members of the project, and a key feature is that everyone can be involved in planning and decision-making on an equal footing.

2. Advantages of DAO

Introducing a DAO creates a mechanism where people outside the local government can proactively engage in solving regional issues. Fresh perspectives and insights create a chemical reaction with the feelings of local residents, generating innovative solutions. Proactive activities deepen understanding and attachment to the region, creating a strong related population.

3. Budget

This will be implemented using the Regional Revitalization Cooperation Team system, within the scope of 'Special Allocation Tax (10/10).' By providing three services – 'Recruitment and Selection of Suitable Candidates,' 'Support During Tenure,' and 'Provision of Digital Technology' – in an integrated manner, it supports the establishment of a DAO while reducing the burden on local government staff.

4. Current Adoption Status and Future Plans?

・FY2025: Adopted by 15 local governments

・FY2026: Planned adoption by 23 local governments
