Community-Reactivating Cooperator Corps DAO Launched in Fuefuki City, Yamanashi, Aiming to Promote City and Create a Relational Population

Fuefuki City, Yamanashi Prefecture, and Alyawmu Inc. (Headquarters: Sapporo, CEO: Hiroaki Hatanaka), a company engaged in regional revitalization using DAO and NFT, will implement the 'Community-Reactivating Cooperator Corps DAO' initiative starting in June 2026. This project combines the Community-Reactivating Cooperator Corps with a digital community (DAO) to revitalize the region. While developing businesses related to traditional Japanese culture, Massu has visited over 40 countries, working to promote Japanese culture and regional attractions. For about four and a half years, he has been active traveling between various parts of Japan and overseas, also engaging in event planning/management and community building. He has been involved in cultural promotion at Japanese embassies abroad and creative activities based in an Irish castle, and currently also provides regional and business support using AI and digital technology.

I am Massu, and I am honored to be appointed as a member of the Fuefuki City Community-Reactivating Cooperator Corps.

I have visited over 40 countries, promoting Japanese culture and regional charms. Over about four and a half years of activity, traveling between Japan and abroad, I have experienced encounters with diverse regions and people.

I feel that Fuefuki City has many attractions to be proud of, both domestically and internationally, such as its beautiful nature, hot springs, wine, fruits, and rich local culture. I intend to actively engage with the local community to create spaces where people can connect and to promote the region's attractions using digital technology.

Leveraging my overseas experience, I also want to take on the challenge of activities that can deliver Fuefuki's charms not only within Japan but also to the world.

Valuing my encounters with the local people, I will strive to contribute to Fuefuki City, taking one step at a time. I look forward to working with you.

A new challenge aiming for a new form of regional revitalization begins in Fuefuki City.

We are very pleased to welcome two highly specialized members of the Community-Reactivating Cooperator Corps: one who will promote tourism and exchange policies centered on DAO planning and management, and another who will deliver the city's charms to the world, mainly through YouTube.

Fuefuki City is located on the eastern side of the Kofu Basin, about 100 kilometers and just a 90-minute drive from the metropolitan area. It is a tourist city boasting Japan's top production of fruits like peaches and grapes, and home to the Isawa and Kasugai hot spring resorts. We are developing various initiatives to realize our city's future vision, 'Heartful Town Fuefuki - A Town Full of Kindness,' by making the most of our diverse regional resources such as rich nature, vibrant local industries, history, and culture.

However, population decline due to a declining birthrate, an aging population, and population outflow to urban areas is an unavoidable and critical issue. In particular, promoting the settlement of the younger generation who will carry the future and resolving the shortage of local supporters are urgent tasks for our city.

In this 'Community-Reactivating Cooperator Corps DAO' initiative, we will create a place where people from inside and outside the city who are interested in Fuefuki can deepen their interactions, both online and offline. By combining these community activities with promotion via YouTube and SNS, we aim to increase the relational population and tourists who support Fuefuki City, strengthen our information dissemination capabilities, promote youth settlement, and aim for sustainable community development for the future.

We expect the two newly appointed members of the Community-Reactivating Cooperator Corps to plan, propose, and execute new projects with a fresh perspective.

We will continue to move forward together towards a future of a kind Fuefuki City, with local residents, national friends participating in the DAO, the cooperator corps, and city staff all united.

We, the staff in charge of migration and settlement in the Planning Division, will work with Mr. Masuo, the Community-Reactivating Cooperator Corps member who operates the DAO, to promote policies that address our city's most critical issue of population decline. We will make adjustments to encourage many citizens to participate as members, and we ourselves will join as members to be actively involved.

With Mr. Mori, the YouTuber Community-Reactivating Cooperator Corps member, we will collaborate with stakeholders from tourist events and childcare support facilities to disseminate the city's initiatives, aiming to create a flow that establishes a continuous relational population who repeatedly visit Fuefuki City.

(2) About the DAO and Project

1. What is a DAO?

A DAO (Decentralized Autonomous Organization) is a digital community where participants gather from all over the country via the internet. Participants are not just fans but can actively engage as project members, and it is characterized by everyone being able to participate in planning and decision-making on an equal footing.

2. Advantages of a DAO

Introducing a DAO establishes a mechanism for people outside the municipality to be proactively involved in solving local issues. Fresh perspectives and knowledge create a chemical reaction with the feelings of local residents, generating innovative solutions. Proactive activities deepen understanding and affection for the region, creating a strong relational population.

3. Budget

This will be implemented within the scope of the 'Special Allocation Tax (10/10)' by utilizing the Community-Reactivating Cooperator Corps system. We provide three services—'Recruitment and Selection of Suitable Candidates,' 'Support During Tenure,' and 'Provision of Digital Technology'—as a one-stop solution, supporting the establishment of a DAO while reducing the burden on municipal staff.

4. Implementation Status and Future Plans?

- FY2025: 15 municipalities introduced

- FY2026: 23 municipalities scheduled for introduction
