● Stress Check Implementation to Become Mandatory from April 1, 2028

On May 18, 2026, a draft report to set the "April 1, 2028" enforcement date for the revised Industrial Safety and Health Act was adopted by a committee under the jurisdiction of the Ministry of Health, Labour and Welfare. This will make annual stress checks mandatory for businesses with fewer than 50 employees, which were previously only encouraged.
