Practices Addressing the "Disruption of Learning" After Graduation as a MHLW Project

In recent years, systems for supporting children and adults requiring medical care have advanced. The report notes that while the environment for receiving education in the community has gradually improved due to the Act on Support for Children with Medical Care Needs (a law that positions support for children requiring medical care and their families as a social responsibility), which came into effect in 2021, new challenges remain after the school-age period. Even if opportunities for education and growth tailored to each individual are guaranteed in special needs schools, life support services (disability welfare services that provide care and activity support during the day), to which they transition after graduation, tend to focus on care due to systemic constraints, making it difficult to sufficiently consider providing learning opportunities. The systemic objectives of this subsidized project by the Ministry of Health, Labour and Welfare are to provide lifelong learning opportunities in life support services, improve living skills through learning, realize an inclusive society, and build and disseminate models that can be utilized by other facilities. How Lifelong Learning Was Implemented in Life Support Service Facilities

The implementing body is Social Welfare Corporation Ainomi, and the implementing facility is the life support service facility "Ainomi Blueberry" (Nishitanaka, Izumi-ku, Sendai City). The project was organized as a project under the Ministry of Health, Labour and Welfare's Comprehensive Support Project for Persons with Disabilities Subsidy (FY2024 carry-over portion) and proceeded for approximately six months from the decision of grant until March 2026.

What was emphasized on-site was not to separate learning as "special training" but to seamlessly integrate it into daily activities. To achieve this, a "Lifelong Learning Lab" was established with permanently installed equipment to allow activities to start immediately, and an environment was created to seize the user's "I want to do it now" moments. Furthermore, the project worked on verifying a support model utilizing iPads and the eye-tracking device "Hiru" (a device operated by eye movements), and on DX (digital transformation) of support records using AI voice recorders, thereby establishing a system that is easy to implement even in busy environments.

The report uses the term "15-minute wall" to describe how traditional large-scale equipment takes time to prepare, making it easy to miss moments when users' motivation is high. To overcome this wall, the report's content, which includes the permanent installation of equipment, reduction of record-keeping burden, and creation of an environment where staff can concentrate on the person in front of them, offers practical insights for life support services and facilities supporting severely disabled children and adults.

This project was advanced by reflecting expert knowledge on ICT utilization, eye-tracking input, evaluation design, and support environment creation, all based on the practical experience of life support services. The report indicates that the project was promoted under a "industry-academia-welfare collaboration" system that combined the practical knowledge of welfare sites with the power of academic institutions and technology development. A characteristic of this project is that it did not simply introduce new equipment but also verified how to capture the user's motivation and self-determination, how to record subtle reactions, and how to connect them to the next stage of support.
