Adecco (hereinafter "Adecco"), the workforce solutions brand of Adecco Ltd. (Headquarters: Chiyoda-ku, Tokyo; Representative Director and President: Kenji Hirano), a Japanese subsidiary of the Adecco Group, a global leader in HR services providing comprehensive HR and staffing services, has been contracted by Niigata City for the "Home Teleworker Training and Employment Support Project" (hereinafter "this Project"). Through the operation of this Project, Adecco will promote employment via home telework, build an environment where workers of all ages can work regardless of time or location, and stimulate the local economy by supporting companies in hiring diverse talent.
In Niigata Prefecture, not only has the working-age population percentage been declining since its peak in 1990, but the outflow to the Tokyo area continues to exceed the inflow into the prefecture. Notably, the net outflow of the age group seeking employment after finishing school is the largest, making the shortage of human resources necessary for regional development a severe issue. Therefore, in surveys conducted by Niigata City and various economic organizations, "shortage of human resources and labor force" is consistently ranked at the top of management challenges for companies within the city.
Under these circumstances, Niigata City has formulated the "Niigata City Comprehensive Plan 2030" and is promoting industrial development and job creation to generate vitality in the local economy, creating a virtuous cycle of "improving urban vitality" and "improving resident welfare." In this initiative, the city supports the creation of new businesses and DX to improve the productivity and "earning power" of local companies as a whole. Additionally, in light of the diversification of workstyles such as the spread of telework and side jobs, the city is working to create an environment where anyone can easily work and balance work and family life.
Through the operation of this Project, Adecco will provide vocational training programs aimed at helping workers in Niigata City acquire the skills necessary to work as home teleworkers. By implementing hands-on employment support comprehensively, they will support participants in actually securing home-based employment. The vocational training aims to enable people to work regardless of time and place, irrespective of age or gender. Based on the participants' motivation, aptitude, and the needs of businesses, a curriculum will be provided to acquire practical skills that lead to employment and retention as home teleworkers. For participants with no experience in IT-related tasks, seminars and consultation sessions aimed at preliminary introductory input will be held to ensure smooth skill acquisition. The hands-on employment support will provide assistance leading to smooth employment and offer close support to participants so they do not drop out halfway through.
Adecco has a proven track record of operating numerous projects contracted by government agencies and local municipalities. Moving forward, Adecco will continue to make the most of the know-how regarding human resource development and employment support cultivated over many years, supporting the resolution of corporate management challenges and the reskilling, upskilling, and employment of workers.
