He will talk about the mechanism of industry-academia-government collaboration to circulate "resources, economy, and human resources" starting from seaweed, and to regenerate the region and the future.

Mr. Takeshi Okamura (Associate Professor, Center for Regional Sustainability and Innovation, Kochi University; Ph.D. in Engineering, Master in Agriculture)

After working at a construction consultancy and Kochi University of Technology, he has been in his current position since 2014. He has been engaged in the development and evaluation research of social systems through industry-academia-government collaboration, such as municipal mergers, CALS/EC, regional ITS, and regional computerization. Currently, using the Hata region of Kochi Prefecture as his field, he is developing "grassroots projects" working closely with local governments and companies across various fields, including land-based seaweed aquaculture, industry creation, and regional DX. While working to create a place for challenges rooted in the field, he aims to realize regional innovation from a global perspective from the local level through the Regional Revitalization Federation by universities in Japan and Taiwan, etc.

Founded Upside LLC in 2009, which provides IoT introduction consulting and communication-related legal support. Currently, he provides services for visualizing marine resources and digital fishing operation logs as part of an investigation into the impact of offshore wind power generation on fisheries. In addition, he is commercializing a marine environment GIS and underwater digital twin service using fishing boat big data and industry-government-academia data.
