Pets All Right Co., Ltd. (Headquarters: Chuo-ku, Tokyo; CEO: Hitoshi Kobayakawa), which operates the pet outing support app "Wan!Pass," announces its selection as a co-creation partner for the "Railway Cross-sectional Social Implementation Consortium "JTOS"" (JTOS), formed by four companies: JR East Startup Co., Ltd. (a CVC of East Japan Railway Company that promotes investment and collaboration with ventures), Tokyu Corporation, Odakyu Electric Railway Co., Ltd., and Seibu Holdings Inc.
Moving forward, our app "Wan!Pass" will collaborate with "JTOS" to promote pet tourism and support the creation of tourist destinations where pet owners and their families can enjoy themselves, starting with a demonstration experiment in the Hakone area.
Background and Challenges In recent years, as the value of pets as family members has spread and more people actively enjoy traveling and going out with their dogs, pet tourism has gained attention as a means of regional revitalization.
However, there are barriers such as "not knowing which facilities allow pets," "uncertainty due to varying acceptance rules at each facility," and "worrying about bothering others." On the other hand, facilities face concerns about "operational aspects of accepting pets" and "the need to be considerate of other users." The current situation is that despite the demand for pet tourism in the region, the acceptance environment is not sufficiently developed.
To solve this problem, Hakone, a leading tourist destination in Japan visited by approximately 20 million people annually, with diverse tourism resources such as hot springs, nature, and art museums, and easy access from the Tokyo metropolitan area, will be used as a model case. "Wan!Pass" will collaborate with hotels and tourist facilities of the Odakyu Group and Seibu Group to verify the potential for creating pet-friendly tourist destinations.
Objective The objective is to promote pet tourism in the Hakone area and achieve the following by expanding awareness and use of the pet outing support app "Wan!Pass":
・Provision of enjoyable tourism experiences for pets and families ・Expansion of tourist spots and acceptance facilities
Specifically, "securing transportation and accommodation facilities for pets," which had been a bottleneck for our company alone in promoting pet tourism, will be addressed by collaborating with "JTOS"'s assets such as railways and accommodation facilities. This will enable smoother circulation in the Hakone and Lake Ashi areas, realizing enjoyable tourism experiences with pets, and integrating accommodation. This will lead to the acquisition of a new tourist segment—pet owners and their families—and the revitalization of the regional economy.
Furthermore, by collaborating with the network of railways, tourist facilities, and accommodation facilities held by "JTOS," scattered acceptance environments will be connected across the entire area, expanding pet-friendly environments not as "points" but as a "surface." This aims to realize integrated pet tourism from "travel" to "stay."
With Hakone as a model case, we will recommend its introduction to other tourist destinations and accommodation facilities in the future, promoting the creation of pet-friendly tourist destinations throughout Japan.
【Overview of Demonstration Experiments】
・1st Demonstration Experiment Date: Saturday, June 6, 2026, 11:00~16:00 *Some limited content until around 17:30 (planned) Location: Hakone-en area Main content: Wan!Pass check-in experience, stamp rally within Hakone-en area, training certification class/manners lecture, private dog-only Hakone Komagatake Ropeway ride, cage-free night aquarium at Hakone-en Aquarium (special evening opening), etc. Verification items: Convenience and usability of Wan!Pass in tourist destinations, facility acceptance system, participant satisfaction and requests, safety management and manners compliance.
・2nd Demonstration Experiment Date: Early October 2026 (planned) Location: Entire Hakone area (multiple locations including Odakyu Group and Seibu Group facilities) Content: In addition to the content of the 1st experiment, area-wide stamp rally, multi-facility collaboration program, etc. Verification items: Effect measurement of multi-location collaboration, promotion effect of area circulation, estimation of economic effect, participation intent and challenges of local businesses.
